Description
At NBPL, Cardinal Point Captains (CPC) is seeking to hire a Pierside Port Captain who will participate in and provide support to include project planning and management, monitoring cost, schedule and progress.
This contract provides O&M for Range Support Crafts (RSC) vessels home ported at Naval Base Point Loma (NBPL). The RSC’s provide fleet training support for Southern California Tactical Training Range (SCTTR) in the San Clemente Island Range Complex (SCIRC) W-291 area.
Specific duties include (but are not limited to):
- Primary point of contact for Government interface
- Responsible for all vessels and contractor personnel overall
- Manages planning and coordination for operations on all vessels
- Ensures adequate training is provided to all employees
- Participates in range event planning meetings, and provides concurrence to range operations schedule
- Provides all site-specific information to Government as required
- Coordinates all contractor responsibilities for INSURV inspections
- Working directly with the Government to coordinate and plan the operations schedule for the RSC vessels
- Responsible to report and track all discrepancies
- Responsible for ensuring the QUAL/CERT program is up and running
- During range operations, the Port Captain will be on-site or immediately available via phone
Work Conditions:
- Will work ashore and afloat on the RSC vessels
- Overtime is required
- Vessels may stay out at sea and not returning to port multiple days in a row (occurs frequently)
- Operations are conducted in a variety of weather condition and sea states
- Normal shipboard physical activity is required
Requirements
Education/Experience/Skills
- High School Diploma or GED required (Preferred Master's degree in Business Management or Engineering)
- USCG licensed as Master 500GT or greater (Preferred USCG Master of 1600 GT or greater)
- Valid medical certificate
- 5 years in Maritime Industry with knowledge of vessel operations and maintenance, government contracting experience, personnel management experience, SMS program experience (Preferred 10 years actively working in the maritime industry as a Master of 500 GT or more. Ability to create and maintain maintenance plans. Ability to supervise personnel and operational schedules)
- Proven ability to independently plan and support management efforts, including timelines, cost estimates (requiring parts, equipment and labor), shipping and travel arrangements and detailed coordination with the end-user and customer.
- Background in operating and maintaining seaborne assets or vessels that range in size from small, outboard engine boats to 95’-115’ intermediate support vessels.
- Experience in a military environment as an E-7 or above or experience working with the military on a military facility is preferred.
- Expert level understanding of all Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
- Must be capable of lifting 50 pounds (lbs).
- Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
- U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to hire date and maintain a SECRET clearance throughout employment.
- All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
