Job Description
Summary:
The Unconventional (TU) is seeking a qualified SOJ3X – Identity Support Management (ISM) Coordinator to support the United States Special Operations Command Pacific (SOCPAC) with intelligence analysis of unclassified and classified information on enemy and partner forces to support planning and operational intelligence requirements to Counter Weapons of Mass Destruction (WMD), Counterterrorism, Counter-Proliferation, Global Near-Peer actors, and SOCPAC Command priorities. Support will be provided to United States Special Operations Command (USSOCOM) in Intelligence Planning/Joint Intelligence Preparation of the Operational Environment (JIPOE)/Intelligence Preparation of the Battlefield (IPB) to ensure a free and open Indo-Pacific alongside a constellation of like-minded allies and partners, united by mutual security, interests, and values to deter adversary aggression and protect the homeland.
Specific duties may include, but are not limited to:
- ISM Coordinator (ISMC) provides oversight and management of SOCPAC ISM Program. This includes but is not limited to planning, coordination, and deconfliction of all aspects related to ISM development, ISM support plans, and ISM-related activities that ensure protection of sensitive information from adversaries.
- ISMC serves as focal point for planning, coordination, and deconfliction of SOPCAC ISM Program with the USSOCOM Enterprise, USINDOPACOM J2X/J3X, USINDOPACOM Service Components, and the Defense Intelligence Agency (DIA) as required. Key requirements for this position include but are not limited to:
- Responsible for conducting ISM assessments – concept development for protection of sensitive information and related mitigation mechanisms to achieve risk reduction to mission and force.
- Responsible for development and staffing of concepts, plans, orders, memorandums, briefings, and other products required for submission to SOCPAC, USSOCOM, USINDOPACOM, and other Office of the Secretary of Defense Staff or Combat Support Agencies or Joint Staff or Interagency Partners to obtain approval and/or concurrence to execute specific plans, annexes, and mechanisms.
- Responsible for establishing and sustaining an ISM Program at SOCPAC IAW USSOCOM, USINDOPACOM, and Joint Staff regulations, policies, and directives to ensure compliance with all applicable Office of the Secretary of Defense regulations, policies, and directives.
- Responsible for establishing and maintaining battle rhythm events with select staff elements from SOCPAC, USSOCOM, USINDOPACOM, DIA, and Interagency Partners to review ISM plans, policy, strategy, and other related activities to ensure SOCPAC equities are represented, and appropriate input, feedback, and assessments are provided to the greater ISM community of interest.
- Responsible for access to and maintenance of all USSOCOM-mandated systems of record for ISM. This includes knowledge of financial management systems associated with ISM.
· ISMC will:
- Have the appropriate training, certification, knowledge, skills, and abilities to represent SOCPAC equities related to ISM.
- Attend SOCPAC, USSOCOM, and USINDOPACOM conferences, work groups, seminars, and other forums to discuss ISM best practices, review case studies, and provide recommendations to improve ISM and develop solutions to “wicked problems.”
- Develop SOCPAC ISM policy and staff with directorates for Chief of Staff and/or SOCPAC Commander approval and signature.
- Develop SOCPAC ISM Program ICW USSOCOM to ensure compliance with Inspector General (IG) requirements for staff assistance visits and formal IG inspections.
- Comply with USSOCOM reporting requirements through production of memorandums, spreadsheets, briefings, and other products (monthly, quarterly, semi-annually, and yearly) for all matters relating to the SOCPAC ISM Program.
- Serve as Subject Matter Expert for ISM Program with SOCPAC and USINDOPACOM Staff. Conduct briefings, staff assistance visits, serve on operational planning teams, joint planning groups, and other forums to represent SOCPAC ISM equities.
- Conduct review of USINDOPACOM Augmentation Team (PAT), Special Operations Task Force (SOTF), Joint SOTF, and Joint Task Force (JTF) requirements for ISM support.
- Utilize existing and new web-based applications to support oversight and management of SOCPAC ISM Program.
- Develop SOCPAC ISM Program objectives, effects, and end state with corresponding measures of performance and effectiveness; conduct yearly SOCPAC ISM Program assessment that details areas of sustainment, improvement, and way ahead.
