Job Summary:
This position is learning and developing the job knowledge to provide limited and guided or supervised a variety of workforce development services to include individual services such as job development services, utilizing a minimal case management model to enable individuals who are economically disadvantaged, dislocated or have multiple employment barriers to find appropriate work. This position is the first-tier level in the CDRI-IV progression model. CDR level and rate of pay depends on experience.
Essential Job Functions:
- May provide case management and supportive services to program participants with the guidance and supervision of a staff mentor for one or all of the following programs: Workforce Innovation and Opportunity Act (WIOA), Supplemental Nutrition Assistance Program (SNAP), Welfare Transition (WT), or other workforce programs.
- May perform assessments and suitability for program services and will refer customers to appropriate programs, agencies and/or resources.
- May perform eligibility screening for Adult and Dislocated Worker Programs, Youth (In/Out of school).
- May complete required forms for WT Relocation services, Diversion, and Cash Assistance Severance processes for review and approval.
- Will properly and timely provide case notes of customer progress/events, scan appropriate documentation, and enter correct data into the Management Information Systems.
- Maintains case files as directed to meet customer follow-up and compliance with federal, state and local policies, procedures and regulations.
- Provide a variety of workforce development customer services such as conference room scheduling, hiring event support, workshops and other events to job seekers, employers, and community partners.
Non-Essential Job Functions:
- Performs community outreach for workforce programs and assist in job fairs activities and employment events for CareerSource Southwest Florida.
- May attend meetings, trainings and give presentations to promote the centers, the Business Services Career division and the employer services to area businesses, professional organizations, and community-based agencies.
- Answering and routing phone calls appropriately.
- Other duties as assigned.
Supervision Received:
This position receives direct supervision from the Center Supervisor (or Assistant Supervisor) and may receive indirect supervision from a Senior Program Manager, Centers Manager, or Operations Director.
Working Relations:
Internal -- Interfaces with staff and management on a daily basis to provide and receive information. Encourages and maintains professional and respectful relationships with co-workers.
External --Interfaces with state and federal agencies, suppliers and vendors, and the general public to exchange, gather, or provide information on projects or programs.
Minimum Requirements:
- CDR level I = High School Diploma or GED
- CDR level II = Associate degree or two years’ experience in workforce development and job training. May substitute at least two years job experience with upward progression or increased complexity of duties and responsibilities.
- Florida Workforce Professional Certification Tier I or must be achieved within 6 months of employment.
- Experience in social services, education, counseling, customer service, or related fields is helpful.
- Bilingual preferred.
- Proficient in Microsoft Office Word, EXCEL and PowerPoint.
- Excellent verbal and written communication skills, public speaking may be necessary.
- Excellent math and computation skills.
- Excellent customer service skills to work with customers and the public.
- Must have exceptional attention to detail and critical thinking abilities.
- Ability to work with diverse populations.
- Ability to maintain high levels of confidentiality, credibility, and professionalism.
- Possess good time management skills.
- Ability to participate in continuing education and training for advancement opportunities to other CDR levels.
Other Requirements (if applicable):
- Reliable transportation may be necessary for travel throughout the workforce development region. May attend various functions and meetings which may occur before or after normal business hours.
- Valid Florida Driver’s License and Insurance.
- Obtains CEUs to maintain Certification Tier 1 status.
Physical Requirements:
- Physical ability to perform the above-listed job duties is required.
- May be required to sit for long periods of time.
- Infrequent light physical effort required - reaching above shoulder heights, below the waist or lifting as required to file documents or store materials throughout the workday.
- Proper lifting techniques are required which may include lifting up to 25 pounds for files and computer printouts on occasion.
- Work is performed in an office environment.
