Description:

Directly responsible for the overall administration, coordination, and evaluation of the Human Resources, Employee Benefits and Training functions. Responsible for administering human resources policies, programs and practices: including planning, organizing, developing, implementing, coordinating, and management. Ensures health and welfare of the people we employ. Responsible for ensuring knowledge of agency mission, values, and goals. Serves as a liaison for the agency with other outside parties.

CareLink Community Support Services is seeking a Director of Human Resources who will serve as the head of the Human Resources function. Since 1959, CareLink has been a premier provider of behavioral healthcare services in both Pennsylvania and New Jersey. CareLink is proud to offer high quality and specialized behavioral health treatment services to adults living with psychiatric concerns and/or intellectual disability.

Reporting directly to the CEO, the Director of Human Resources is a key member of the executive team and exercises significant independent judgment and initiative in a variety of complex Human Resources functions. These functions include recruitment, talent development, benefits, leave management, compensation and classification, performance management, regulatory compliance, employee records management, policy development, worker’s compensation, and supervising assigned staff.

The Human Resources Department consists of the Director and three employees who provide support to administration, supervisors, and employees. The department is committed to efficient service, employee health and safety, fair and equitable employment practices, and equal employment opportunities.

Requirements:

The successful candidate will:

  • Be an ethical, confidential, and experienced professional with a deep understanding of human resources practices.
  • Be experienced as a senior leader with a proven track record of developing high-performing, successful teams.
  • Possess an inclusive managerial style and the desire to work collaboratively in the delivery of services
  • Demonstrate strong relationship-building skills and a problem solving/solution-oriented approach.
  • Communicate clearly, concisely, and persuasively to influence both leaders and peers to drive optimal outcomes.

Candidates should also have:

  • Bachelor’s degree required; master’s degree preferred.
  • Six (6) years of progressively responsible HR related experience; or any equivalent combination of education, training and related experience.
  • SPHR and/or SHRM-SCP Certification strongly preferred
  • Knowledge of talent acquisition and development, performance management, compensation, employment law, employee relations, and regulatory compliance.
  • Supervisory experience.
  • Prior experience with Paylocity is preferred.

Essential Functions


  • Annually reviews and makes recommendations to executive management for improvement of the agency’s policies, procedures, and practices on personnel matters.
  • Maintains knowledge of industry trends and employee benefits legislation and ensures agency’s compliance.
  • Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
  • Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.
  • Assists executive management in the review, preparation and administration of agency wage and salary program.
  • Consults with legal counsel as appropriate, or as directed by the COO, on personnel matters.
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
  • Recommends, evaluates, and participates in staff development for the agency.
  • Develops and maintains human resource systems that meet agency personnel information needs.
  • Supervises the staff of the human resource department.
  • Develops and administers various human resources plans and procedures for all company personnel.
  • Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
  • Implements updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys; analyzes compensation; monitors the performance evaluation program and revises, as necessary.

  • Performs miscellaneous work assignments as required.

  • Participates in staff meetings and training programs.
  • Attends and participates in agency events.
  • Adheres to agency/site policies and procedures including HIPAA requirements.
  • Cooperates and coordinates with Regional Director on all operational issues.
  • Projects a positive attitude and image to staff, participants, family members, and outside contacts.
  • Uses appropriate communication channels.
  • Completes assignments independently and within specified time frames.
  • Participates in achievement of agency objectives, goals, and mission.
  • Displays motivation and interest in working creatively with people who have mental illness/disabilities.
  • Demonstrates the ability to make sound judgements regarding the welfare of people served.
  • Displays ability to take direction.


  • Demonstrates knowledge of basic principles and methods of clinical psychology and psychiatric rehabilitation.
  • Follows agency dress code.
  • Adheres to supervisor's requests.
  • Cooperates with other staff and exhibit positive attitude toward position and agency.
  • Contributes to the growth and development of services.
  • Shows initiative and demonstrate good judgement.
  • Follows instructions accurately and thoroughly.
  • Works as scheduled to assure coverage.
  • Performs job in a safe manner.
  • Reports/addresses safety concerns in a timely manner.

  • Demonstrated ability to make sound judgments regarding the health and welfare of program participants.
  • Leadership ability in work setting. Flexible, willing to learn, and anticipates the needs of self and staff.
  • Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive.
  • Excellent communication and interpersonal skills.
  • Ability to problem solve and exercise judgment.
  • Knowledge of Microsoft Office products.
