Minimum Requirements :
- Master’s degree in public policy, public health, political science, or a related field with at least 7-10 years of professional experience in government relations, public policy, or advocacy, preferably in the healthcare sector.
- Demonstrated knowledge and proven track record of building relationships with government officials and securing funding opportunities.
- Strong understanding of healthcare policy, and funding mechanisms.
- Exceptional analytical, communication, and interpersonal skills.
- Demonstrated experience in professional writing, research and analysis, dissemination and communication skills.
- Ability to work collaboratively with diverse stakeholders and lead advocacy efforts effectively.
- Demonstrated administrative and leadership skills and a strong ability to develop relationships and work with multiple constituencies.
Principle Responsibilities :
Policy Research and Analysis
Conduct in-depth research and analysis on federal, state, and local legislative and regulatory issues affecting the health center. Analyze potential impacts on the organization informing the President & CEO and key stakeholders.Monitor, track, and evaluate proposed and enacted legislation and policies impacting healthcare delivery, funding, and access.Prepare policy briefs, reports, and recommendations for internal stakeholders and senior leadership.Informs the President & CEO and senior leadership of pertinent legislative issues, external factors, and policy proposals and actions that could impact the health center, communicating legislative and policy developments to internal and external stakeholders, ensuring transparency and alignment.Advocacy and Strategic Outreach
Stay abreast of current and proposed laws and regulations that might impact their organizationDevelop and implement strategies to promote the health center’s positions and priorities to government officials and key decision-makers.Serve as the primary liaison to the President & CEO with elected officials, policymakers, and government agencies at all levels.Advocate for policies that support the health center’s mission and enhance healthcare access for underserved populations.Stakeholder Engagement
Build and sustain collaborative relationships with local, state, and federal representatives, community organizations, and other stakeholders.Communicate the organization's position on relevant issues to government officials, the public, and other stakeholders.Prepare reports, presentations, and other materials to effectively convey CHC’s message and engage in dialogue.On behalf of the President & CEO, serve as a representative of the health center in meetings, hearings, and public forums to articulate organizational positions and goals.Attend legislative events with the President and CEO or, in the absence, to support and keep Caring Health Center connected to government affairs.Strategic Planning and Leadership
Collaborate with senior leadership to develop and integrate government relations strategies into the organization’s strategic and institutional plans establishing and implementing short and long-term organizational goals, objectives and strategies.Provide guidance to leadership on the potential impact of policy changes on operations and community services.Serve as a trusted advisor to executive leadership on government affairs issues.Funding Identification and Advocacy
Identify and pursue federal and state funding opportunities to support and expand the health center’s programs and services.Work with grant writers and program teams to develop competitive proposals for funding. Also, work with the Chief Development Officer on capital campaign funding initiatives.Maintain awareness of and advocate for funding streams that enhance community health outcomes.Work with the Massachusetts League of Community Health Center's government affairs team to collaborate on key items impacting the health center, following through with legislators on certain requests and specific asks for upcoming bills, continued resolution, and mandatory funding.Participate and join the President & CEO at the National Associations of Community Health Center Policy & Issues Conference.Participate in committees related to government affairs.Affiliations and Memberships :
Chief Government Affairs Officer can hold active participation in local and regional legislative forums and maintain government relations with stakeholders.
Working Conditions :
1. The CGAO will primarily operate in a professional office setting but may need to travel occasionally to attend meetings, hearings, or events with government officials and community partners.
2. This position may require the ability to work long and arduous hours.
3. This position requires the ability to use a computer workstation, viewing a CRT.
This position requires compliance with Caring Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the regular performance evaluation.
