Job Summary: Provides outreach and admissions and placement services within assigned geographical territory to ensure outcome measurement goals for both POMS and OAOMS are met and or exceeded each month as well as placement, survey, arrival and 90-day commitment goals. This position will be responsible for enrolling students into the program and providing students placement services for twelve (12) months upon completion of the program.
Duties:
- Develops monthly strategic outreach and job development plan for assigned geographical territory to meet assigned monthly arrival and placement goals.
- Provides regular feedback to students regarding appropriate employability skills.
- Conducts employment skills training classes.
- Assists participants with occupational preferences through interest/ability assessments.
- Facilitates coordinating job interviews for students.
- Assists students with transitional services, i.e., housing, transportation, and personal services.
- Provides continuous follow-up with all terminated students for period established by policy.
- Develops and monitors on-the-job training contracts.
- Submits valid placement records with appropriate verification information. All placement records are submitted to Quality Assurance for approval.
- Participation in evening and weekend activities as necessary or assigned by Supervisor.
- Works with center placement staff to place students prior to separation.
- Active involvement with their students at their assigned center from during enrollment throughout all phases of the Career Development Services System (CDSS).
- Screens youth for entry into Job Corps according to procedures and criteria contained in the Policy and Requirements Handbook (PRH), company policies and procedures, and as trained by OA/CTS Director, CTS Supervisor, and OA Manager. Travel required within assigned territory for outreach/recruitment activities, to take applications and to conduct home visits as necessary.
- Follows guidelines of enhanced admissions process to determine suitability of applicants.
- Maintains a shared calendar on Outlook with contract management that is updated daily.
- Maintains ongoing outreach to agencies, schools, One-Stops, military recruiters, and other sources of eligible and suitable applicants. Ensures all agencies have Job Corps information (brochures, flyers, etc.)
- Joins and participates in activities of local Youth Council and other community organizations as required.
- Provides information and conducts information sessions on Job Corps to interested youth and agencies.
- Assists with facilitation of center tours.
- Collects and verifies all required applicant documentation of applicants to determine eligibility and suitability for Job Corps and inputs all enrollment information into the required database.
- Obtains any additional information necessary to evaluate eligibility, complete applications accurately, and submits to Quality Assurance.
- Notifies youth of acceptance and assignment.
- Maintains contact with all student and documents all contact in required database in accordance with policy.
- Assists youth with departure to Job Corps Centers.
- Conducts Unauthorized Absence (UA) retrieval within assigned territory. Travel required and home visits.
- Files weekly and monthly outreach and achievement reports with supervisor.
- Counsel’s inappropriate or ineligible youth regarding alternative programs and agencies and makes referrals. Provides all applicants determined not suitable or ineligible with a denial letter from OASIS.
- Maintains a database for recruitment/outreach and job development activities for assigned geographical area.
- Conducts weekly job development that leads to securing open positons that will meet the needs of the students training for the center they are located at.
- Provides monthly follow-up to all outreach/recruitment and job development resources.
- Provides transportation of male and female applicants in the government vehicles.
- Maintains accountability of property, adheres to safety practices, and performs safety inspections in area of responsibility.
- Complies with all Department of Labor (DOL) guidelines, Office of Federal Contract Compliance Programs (OFCCP) regulations, Job Corps notices and bulletins, and Insights Training Group, LLC policies and procedures.
- Models appropriate career success standards and employability skills for dress, language, and work habits.
- Helps students become more employable through continuous reinforcement.
- Participates in PRH mandated staff training. Requires travel for face-to-face meetings that can include overnights and out of state travel.
- Performs other duties as assigned.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This is a salaried position and overtime, and comp time is not provided.
Experience: One (1) year experience working in a performance-based environment and in sales, marketing, or counseling related services preferred. Previous experience in providing group or individual counseling on all phases of career management is helpful. Knowledge of skills necessary to establish liaisons and interact with private and public agencies. Must possess the ability to interact with employers and program participants
Education: Bachelor’s degree in Human Services, Psychology, Counseling, Education, Social Science, Communications, or closely related field or Associate’s degree in Human Services, Psychology, Counseling, Education, Social Science, Communications, or closely related field, and 2 years’ related experience. Experience may include successful Job Corps enrollment or successful enrollment in other youth development programs.
Certificates, Licenses, Registrations: Valid driver’s License and current automobile liability insurance coverage.
