Community Service Officer (CSO)Part-Time

POSITION SUMMARY: The Community Service Officer (CSO) performs a variety of duties to assist the Carlisle Borough Police Department with public safety and community service. They do not perform tasks that are legally restricted to sworn police officers. CSOs report to and assist sworn Carlisle Police Officers and will adhere to the Carlisle Police Department chain of command. CSOs are not permitted to carry weapons of any kind.
This position requires an elevated level of problem-solving ability, self-initiative, and the ability and willingness to work a majority of the time without direct supervision.
Personal conduct and behavior (on duty as well as off duty) must be such that it does not bring disrepute or jeopardize the public’s trust or confidence in the organization or its members.
ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.
1. Assist the Carlisle Police Department by applying critical thinking skills to examine, analyze, and evaluate facts and circumstances surrounding individual problems and situations and determine action to be taken.
2. Serve as a “good will ambassador” for the Borough of Carlisle and the Police Department by providing friendly, helpful customer service to the public; conduct regular foot, bicycle, or vehicle patrols of the community looking for safety hazards and persons in need of assistance; reports but does not act upon suspicious activity.
3. May assist with enforcing some Borough Ordinances and parking violations; complete Non-Reportable Accident reports; assist with traffic control; deploy, monitor, retrieve speed signs and traffic counters.
4. Respond to non-criminal and non-active incidents and calls for service such as non-dangerous animal complaints; write incident reports.
5. Work as a team with other Borough staff (Community Co-Responder, public works, parks, codes staff) to make a positive impact within the community; address concerns within Borough parks and other common areas; participate in public events to build rapport and engage with the community.
6. Perform a variety of duties to assist the public such as installing child safety seats, providing security for high school athletic games, and covering school crossings if needed.
7. Perform a variety of administrative duties such as uploading body-worn camera video, entering reports online, and assisting with gathering data and producing reports.
8. Perform other duties as assigned; may be required to work some weekends.
MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:
- Must be a U.S. citizen or authorized to work in the U.S.
- Must be at least 18 years of age.
- High school diploma or equivalent.
- Valid PA driver’s license.
- Certification in First Aid/CPR/AED required within 60 days of employment.
- Basic computer skills: ability to type/enter data/use MS Word, record management systems, etc.
KNOWLEDGE/SKILLS/QUALITIES: Theideal candidate should possess the following:
- Speaks clearly; can communicate via police radio; understands radio communication protocols.
- Writes clearly using correct grammar.
- Knowledge of safe driving and general rules of the road for Pennsylvania drivers.
- Trained in first aid, CPR, AED.
- Trained in traffic control.
- Demonstrates excellent customer service skills.
- Knowledge of Borough codes and ordinances.
- Use of computers and proficiency in Microsoft Word and Excel.
- Demonstrates skill in establishing and maintaining courteous interpersonal relations with other employees and the public.
- Works well under pressure.
- Works well independently.
- Demonstrates ability to make good decisions.
- Maintains confidentiality.
PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described
below are representative of those required for the position.
- Work is performed indoors and outdoors, in all types of weather conditions.
- Ability to physically respond quickly to situations if needed.
- Ability to repeatedly get up, walk long distances without assistance, sit down throughout the day; climb steps, and lift up to 50 lbs.
- Walking, standing; stooping, kneeling, crouching, bending, reaching, pushing, and pulling.
- Use hands to handle, grasp, and write.
- See and communicate effectively.
- Must be able to use body to work, move, or carry objects or materials.
