Parking Enforcement Officer
Shift: Monday, Tuesday, Friday 3:30 am - 12:00 noon
May fill in on other days/times to cover other shifts as needed.
Total hours scheduled per week typically will not exceed 28 hours.
Hourly Rate: $15.21/hour
POSITION SUMMARY: The incumbent is expected to exercise good judgment, tact, and diplomacy in monitoring designated streets, lots, garages, and other public areas in the Borough to ensure compliance with parking policies. Work involves considerable contact with the public.
ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein; however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.
1. Acts as an ambassador for the Borough by providing courteous and helpful interactions with residents, visitors, and business owners; responds with professionalism and empathy; offers guidance and solutions where possible.
2. Monitors designated areas to enforce parking regulations; ensures fair use of parking spaces and compliance with laws; issues violations and warnings for non-compliance with a computerized handheld computer or manual tickets.
3. Exhibits excellent customer service by answering questions regarding directions, events, building locations, and parking policies; educates the public on parking regulations; handles disputes and challenging situations with tact and diplomacy, aiming to de-escalate tensions.
4. Assists with upkeep, cleaning, and maintenance of parking equipment and facilities; reports any hazards or issues in parking areas such as broken meters or obstructed spaces for immediate resolution.
5. Collects and secures money from parking meters, multi-space meters, and any other means of collecting parking revenue and fees.
6. Assists office staff with activities related to parking; may appear at court hearing regarding contested parking violations.
7. Performs other duties and assists other departments as assigned.
MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:
- Must be at least 18 years of age.
- Graduation from a standard senior or vocational high school.
- Ability to explain and correctly apply policies, rules, regulations, and procedures.
- Valid PA driver’s license.
KNOWLEDGE/SKILLS/QUALITIES: The ideal candidate should possess the following:
- Must be able to utilize technology and devices related to parking enforcement.
- Must be able to work under limited supervision, be responsible, self-motivated, and self-disciplined.
- Must be able to observe established rules and regulations.
- Must know or learn the geography of the Borough of Carlisle and be able to give accurate directions to citizens and visitors.
- Considerable ability to deal effectively with the public, property and business owners, and other people with whom the position requires contact.
- Excellent oral and written communication skills.
PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described
below are representative of those required for the position.
- Work is performed indoors and outdoors, in all types of weather conditions.
- Ability to walk distances (up to 4 miles per day) in all types of weather conditions.
- Walking, standing; stooping, kneeling, crouching, bending, reaching, pushing, and pulling.
- Use hands to handle, grasp, and write.
- See and communicate effectively.
- Must be able to use body to work, move, and carry objects or materials.
