At Carnegie Mellon University, Facilities Management and Campus Services (FMCS) defines our core activities through stewardship of university facilities and happiness of our customers. In order to carry out these strategically important activities, we focus on the areas of technological enhancement, process improvement, quality assurance, and collaboration.

CMU is creating a new Enterprise Space Information System service on campus to meet the data needs of academic and administrative departments in relation to space including data attribution, data collection and data availability and is in search of a GIS Administrator. This position will lead the planning, implementation, development, rollout and support of a university-wide GIS implementation as a core part of this service. This position will configure, manage and maintain the ArcGIS enterprise system and portal. Position is responsible for partnering with clients to provide spatial analysis, report figure generation, geospatial database maintenance, and general support across internal disciplines, and will provide GIS support and technical expertise to internal and external clients. Work with internal and external support resources to support the servers and software to ensure maximum system availability and performance.

This position supports the university’s goal of providing consistent, cost-effective, efficient, reliable, and sustainable geospatial systems in support of the University's mission. This position provides geospatial analysis, drafting, digitizing and database maintenance to fill customer requests for geospatial solutions, working closely with the Space Project Manager to create new and supplemental reporting models and aids in the development of tools to support strategic space planning.

Core responsibilities will include:

  • Manages GIS database and servers for the university
  • Performs a variety of specialized GIS mapping and support.
  • Maintains GIS database information for multiple departments and provides staff support in this area.
  • Create and maintain university web maps and applications.
  • Responsible for all aspects of the development and maintenance of a comprehensive university geographic information system (GIS), including the design and production of mapping products for both internal and public use.
  • Responsible for both short-term and long-term strategic planning, GIS software and server Administration
  • Works closely with end users to identify GIS requirements, technical issues and training needs
  • analyzes current business processes and recommends best practice solutions
  • Performs complex GIS data maintenance, manipulation, analysis, extraction and generation assignments
  • Performs data research, investigation and verification
  • Utilize GPS and data collection tools
  • Codes and digitizes maps and geographical feature data into various layers;
  • responds to requests for the public for mapping data
  • Analyzes requests for a variety of new applications, programs and modifications to existing GIS programs.
  • Works closely with IT staff to resolve network, server, hardware, and/or software issues related to GIS functionality.
  • Coordinates and conducts user training and develops training materials and manuals.
  • Considerable knowledge of GIS database systems and ability to update and create maps using GIS software.
  • Advanced proficiency with ArcGIS Desktop software.
  • Proficiency with ArcGIS Server software.
  • Proficiency with ArcGIS Online.
  • Experience with ArcGIS scripting languages.
  • Proficiency with Microsoft SQL Server and Microsoft Access.
  • Proficiency with Geodatabase.
  • Experience designing, constructing and maintaining GIS data layers.
  • Experience administering GIS data sharing.
  • Experience with Web content management systems and Web graphics.
  • Other duties as assigned.

Qualifications:

Bachelor’s degree in geography, planning, architecture, environmental sciences, computer science, engineering or computer-aided drafting and design or equivalent combination of education and/or experience with significant coursework in computer-aided drafting and design, geography, environmental sciences or planning required.

An Associate's degree with a minimum of six years of professional experience utilizing GIS and analyzing, developing, integrating, and managing a variety of large-scale data sets to aid in space planning and management decisions may be considered in lieu of degree. Associates degree requires 6 years or more of experience of direct and verifiable work experience in the use of ESRI ARCMAP and server product suite, GPS and data collection tools.

Minimum of 1 year of direct and verifiable work experience in the use of ESRI ARCMAP and server product suite, GPS and data collection tools required. 3 years of experience preferred.
