The Director of Maintenance, Operations, & Construction will supervise all operational, maintenance, construction and repair activities at all Carnegie Museums and services provided to the Carnegie Libraries of Pittsburgh, as well as Bellefield Boiler Plant (BBP). This is to include scheduling of work force and all task assignments for both preventative and requested maintenance or repairs utilizing the CMMS system to optimize performance of building systems, equipment, and resources. Managing, Daylight and Night Operations including but not limited to loading dock, custodial and construction work. All work assignments will be carried out within the parameters of our union contract, realizing all of the museums negotiated advantages. Monitor and report on energy consumption on a monthly basis and recommend measures to Vice President. Supervise Energy Conservation and Sustainability initiatives for all CM Properties. Oversee all construction projects at any CM and BBP locations.   QUALIFICATIONS: EDUCATION EXPERIENCE: Position requires a Bachelor’s Degree in Engineering from an accredited college or university or equivalent experience. A minimum of 5 years of experience at a supervisory level managing and directing the maintenance work for a large facility. A solid understanding of historic and state of the art mechanical, electrical, life safety and building management control systems. Experience in unionized labor environments. A working knowledge of MS Windows, PowerPoint, Word and Excel. Excellent interpersonal and communication skills. The ability to effectively communicate and coordinate actions with Senior Staff, Directors, immediate FP&O staff, Museum and Library staff, contractors, and architects. The ability to develop, monitor and work within fixed annual operating budgets; knowledge of appropriate laws and regulations as they apply to operations, construction and maintenance. LICENSE Valid driver’s license, and Stationary Engineer’s License or work towards this License.   PHYSICAL REQUIREMENTS: Required to stand; walk; sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision and distance vision. PRINCIPAL ACCOUNTABILITIES: Develop and motivate an effective staff, which can meet the present and future demands of the facility and provide responsive and effective services in support of the mission of the institution. Supervise, direct, and control the day-to-day maintenance staff to assure that all tasks are performed according to established priorities. Organize and coordinate the work of subordinates through effective distribution of workloads and responsibilities. Schedule staff to assure adequate coverage at all times. Provide on-the-job training for new employees, instructing them in the methods that will secure optimum utilization of time and supplies and will maintain standards for customer service and resource utilization. Serve as a member of the Vice President’s senior staff and share in the decision-making process of the department. Cooperate and coordinate activities with other members of the department. Carry out the recommendations and directives of the Vice President. Develop and maintain effective channels of communication within the department to encourage cooperation among staff and increase its effectiveness to the components served. Assure accuracy in recording of time sheets. Oversee completion of work orders (WO) and preventive maintenance (PM) sheets in a timely and proper manner. Direct all recruiting, interviewing, hiring, promotion, performance management and termination of staff. Participate in succession planning for maintenance staff. Participate in evaluating the performance of the trades and storeroom staff. Oversee custodial activities with Custodial Supervisor. Recommend promotions, transfers, termination, disciplinary, and other personnel actions. Establish and maintain productive working relationships with staff, public, and private groups who utilize the Library and Institute facilities. Budget Responsibilities Prepare operating budgets for areas of responsibility and assure that functions are carried out within the parameters of the budget. Provide information for other budgetary functions to the Vice President. Evaluate comparable facilities and industry best practices and procedures for all services directed. Counsel staff and discuss problem areas and identify means of improvements. Review all construction plans to insure FP&O requirements are met. Conduct periodical inspection of facilities to ensure that standards are maintained. Assure adherence to applicable laws and regulations affecting building management. Assist in the development of departmental purchasing policies and procedures to ensure that quality and cost goals are maintained and ensure that procurement occurs within budgetary constraints. Interface between vendors and department staff to ensure that quality and cost-effective products are used. Assure that all equipment is properly maintained and functioning. Determine the replacement or procurement of additional equipment needs for all activities. Plan, organize and manage the resources of the FP&O storeroom for maintenance and custodial materials. Perform ongoing review and improvement of environmental safety and emergency procedures for facility in cooperation with security personnel and components. Keep abreast of new technology, applicable laws and standards in areas of responsibility. Maintain professional development through participation in professional organizations and industry contacts. Seek ongoing training to enhance or learn new relevant skills. Plan and oversee training for staff upon employment and throughout term of employment. Appraise, test, and implement new procedures, techniques and staffing methods for efficient operation, and department policies. Responsible for utility monitoring including overseeing energy management practices. Prepare monthly energy performance reports. Assist in the procurement of negotiated utility services. Assist in the development and implementation of long-range energy solutions, including modifications to BBP and other facility energy infrastructure systems. Observe and report through the work order system, any and all defects, deterioration and wear and tear on the facilities. Inspect all facilities on a routine basis and assure that deficiencies are corrected. Observe safety and security procedures. Exhibit courtesy and sensitivity in interactions with the various internal and external customers. Project the image and attitude of the Carnegie Museums. The Vice President may assign other duties to meet mission requirements of FP&O. Cooperation of all personnel is expected to carry out the mission. This position requires working various schedules and times including daylight, evenings, nights, and weekends.   Expected starting range, based on experience, $72,000 - $88,500.
