What are the responsibilities and job description for the HSE Manager position at Carrix, Inc./SSA Marine, Inc.?
The HSE Manager oversees the day-to-day safe operations of the Vessels, Terminals, and Maintenance departments. They promote a culture of safety, health, and accident prevention, along with ensuring compliance with state and federal safety laws.
This role is based out of Long Beach Container Terminal, supporting Southern California Conventional and Container Operations.
- Oversee and update Injury and Illness Prevention Plans.
- Assists with the development and implementation of safety systems, programs, culture action plans and activities to improve safety performance and reduce risk.
- Investigate all ILWU, ILA and IAM, as applicable, injuries and report to State or Fed OSHA when required to do so and work with operations in developing corrective action plans for prevention.
- Responsible for the training of all Safety Superintendents in accordance with state and federal laws to ensure that they are overseeing all aspects of safety during their daily duties.
- Conducts routine and non-routine inspections, audits across departments for governance and compliance.
- Coach local leadership to ensure local regulations and company compliance is maintained.
- Ensures compliance is being met while partnering with the company's Environmental department.
- Responsible for meeting with all union locals and industry safety representatives monthly to discuss any safety concerns arising on any of our facilities.
- Attends monthly meetings with all member companies and union locals to discuss serious injuries and their possible prevention.
- Conduct periodic shop safety inspections and attend regularly scheduled shop safety committee meetings where applicable to reinforce safe work practices, expectations, and new safety initiatives.
- Partner with the Corporate Legal Department to mitigate OSHA citations and assist in general liability claims litigation. May be deposed and required to testify in legal proceedings.
- Oversee and conduct in-house quarterly safety meetings.
- May be responsible for creating or assisting to ensure that safety statistics and metric analysis are communicated to executives.
- Attends monthly meetings with all PMA member companies and union locals to discuss safety issues and serious injuries and their possible prevention.
- Represent and liaise with regulatory agencies e.g., State/Federal OSHA, US Coast Guard and Local Fire Departments.
- Work with facility managers to ensure proper signage, PPE, and controls are in place and effective.
- Work closely with SSA's customers to improve safety on their vessels and facilities where applicable.

- High School Diploma.
- 8 or more years of related Safety experience required.
- Knowledge of maritime safety regulatory requirements
- Knowledge of employer union contract documents.
- Good understanding of vessel and terminal cargo handling operations.
- Experience working with government agencies and unionized labor force.
- Valid driver's license and TWIC card.
Supervisory Responsibilities: No
Work Environment:
- Required job duties are normally performed in a climate-controlled office environment.
- Exposure to computer screens.
- Must be able to work in extreme outdoor temperatures of hot and cold, extremely dusty conditions and occasionally, conditions of high levels of noise.
- The ability to work in an environment that may be hazardous to persons unable to see and hear fast moving equipment.
- Travel between facilities is required on a routine basis. Port Hueneme to San Diego, all points in between.
- Will be required to be on-call 24 hours a day, 7 days a week on an as needed basis.
- The noise level in the work environment is usually moderate.
