Job Description
This position shall be directly accountable to the Carroll County Board of Commissioners for the development, implementation, and maintenance of all Business Office policies, procedures, and controls with regard to Accounting, Finance, financial strategies and forecasts, and budgeting. This position shall maintain direct oversight for the County’s cash management programs, including billing, collections, and timely check/cash deposits. This position shall provide supervision and guidance to the Business Office employees and shall ensure training and timely performance evaluations of the same.
Coordinate and supervise the operations of the County finance and accounting systems including but not limited to billing, accounts receivable, accounts payable, purchasing, general ledger, fixed assets, and bank reconciliations, and direct the development, implementation and review of written accounting policies and procedures.
Coordinate annual audits, and ensure external auditors are provided needed data and other information in a timely manner. Follows up on findings to improve financial systems.
Supervise and direct County efforts in monthly reconciliations and annual closing the County’s books and records in a timely and accurate manner, to include reviewing county bank accounts and department accounts prepared by the staff accountant. Monthly reconciliation of MVC Patient Trust Account and CCHOC Inmate account.
Provide financial data to assist in the accurate completion of the annual Medicare and Medicaid reporting and related audits.
Oversee the County’s financial reporting systems, prepare and review financial reports and other specialized reports as requested by the County Treasurer, external government agencies, auditors and vendors, and/or bankers.
Assist in the development, implementation and maintenance of a capital improvement program.
Provide assistance to county officials and management with regard to accounting and finance reporting matters; monitor financial reports and expenditures for compliance with budgetary objectives, and alert facility/department heads of problems or potential over-expenditures.
