- Experience: Minimum of five years of related instructional technology experience
- Language Skills: Ability to communicate effectively with system administrators, school administrators, staff members, parents, students, and government agencies. Ability to communicate demonstrating correct standards for grammar, vocabulary, punctuation, and spelling
- Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to apply common sense understanding to carry out detailed instructions and to deal with problems involving a few variables
- Technical Skills: Ability to work with and troubleshoot computerized systems and programs
- Based at the District Office site
- Travel to all educational facilities of the Carroll County School System as necessary
- Travel to operation campuses such as Maintenance and Technology
- Must be familiar with current technology and specialized tools and resources applicable and necessary for the job
- Preferred 3 years of instructional coaching experience
- Strong communication skills (oral and written)

Instructional Technology Specialist
Reports To: Director of Professional Learning and Assessment
Purpose of the Position:
The Instructional Technology Specialist is responsible for leading and supporting district-wide efforts to effectively integrate technology into classroom instruction. The position involves working collaboratively with educators, instructional coaches, and directors to improve learning outcomes through technology, managing vendor relations, training staff, and ensuring the seamless implementation of instructional programs.
Essential Functions
System Strategic Goal I – Student Achievement
1. Provide support to teachers in addressing technology challenges and facilitate the effective integration of technology into daily classroom activities through observations and targeted guidance for teachers and school leaders
2. Provide practical advice and consultative assistance to teachers involving the integration of technology into classroom instruction
3. Collaborate with the school media specialists in the delivery of information and technology services to provide redelivery of professional learning to teachers
4. Collaborate with school-based technology specialists to determine and resolve articulation concerns regarding technology skills that teachers can utilize in their classroom
5. Review instructional program updates and provide information to school-based instructional coaches, interventional specialists, teaching and learning staff and teachers
6. Provide personalized learning strategies and data analysis techniques to enhance student performance
7. Assist with the integration of technology into teaching practices, leveraging adaptive learning tools and personalized instruction
8. Train teachers and principals on using technology for effective collaboration, assessment and classroom analytics
9. Guide staff in using data to improve instruction and help students meet challenging state academic standards
10. Support project-based learning using various digital platforms
System Strategic Goal II – Stakeholder Engagement and Loyalty
1. Coordinate the evaluation of the technology initiatives on classroom instruction and student learning and periodically report on progress towards goal attainment
2. Communicate with the school principal to facilitate the implementation of the educational technology programs and related school instructional goals
3. Conduct needs assessment through a variety of methods to determine relevant professional development activities for school staff
4. Coordinate and support STEM/technology events at the school and district levels, including competitions and related initiatives.
5. Develop and distribute monthly communication updates for all certified staff
6. Prepare comprehensive reports, instructional guides, and communications to share best practices and program updates within the district
System Strategic Goal III – Efficient and Effective Operational Process
1. Assist in the selection and evaluation of all educational technology software and equipment to enhance teacher quality including vendor contracts and district and school bundles
2. Provide assistance for teachers needing additional professional learning in the area of instructional technology
3. Serve on school and district committees to identify instructional needs related to technology and the improvement of teaching strategies
4. Address ongoing technology issues (Tier 2) by coordinating with the Carroll County technology department and vendors
5. Ensure coordination of instructional programs between single sign-on, the student information system, vendors, and schools
6. Review usage of programs, their effectiveness and alignment to state standards, and provide detailed reports to the Director
