The Job Description

General Statement of Duties
Performs basic, technical work engaging in life support functions in the Emergency Medical Services program.

Distinguishing Features of the Class
An employee in this class performs basic life support work providing emergency medical services to emergency and non-emergency calls. Work involves responding to the scene of emergency and non-emergency calls, applying necessary basic medical treatment to sick or injured persons, and transporting persons to a medical facility. Employee serves as a member of an ambulance crew and assists in administering medical care to the patient. Employee is also responsible for maintaining supplies, performing janitorial duties at the base, and performing miscellaneous office duties. Work is performed under the direct supervision of the Paramedic Operations Supervisor and is evaluated through periodic conferences, results of work, reports, and public feedback.

Duties and Responsibilities
Essential Duties and Tasks
  • Provides basic life support techniques and first-aid procedures in accordance with established medical and operational protocols.
  • Responds to emergency and non-emergency calls and operates assigned apparatus in a safe and prudent manner.
  • Transports ill and injured people to the hospital; lifts and moves patients; loads and unloads Ensures the assigned vehicle is properly checked, all fluids are at the appropriate level, equipment is clean and in working order, and that inventory levels are maintained.
  • Checks supplies and equipment in the apparatus to ensure appropriate inventory levels.
  • Ensures that basic life support checklists are performed daily; maintains accurate and legible records such as run reports, checklists, incident reports, and information sheets using proper terminology and professionalism.
  • Completes clear and accurate reports to enable medical staff to understand what services were performed for the patient during transport.
  • Gathers basic medical and insurance information from patient.
  • Participates in continuous training to improve competence in medical technical work and in ambulance service and operation.
  • Maintains cleanliness and performs minor maintenance of Emergency Medical Service facilities.
  • Provides leadership and assistance to members of volunteer emergency medical service organizations in County, as requested.

Additional Job Duties
Performs other related duties as required, including assisting during a State of Emergency to ensure the continuity of the County’s Emergency Services.

Knowledge, Skills, and Abilities
  • Considerable knowledge of basic life support methods, procedures and equipment as per Carteret County Protocols.
  • Considerable knowledge of anatomy and physiology.
  • Thorough knowledge of equipment and supplies employed in emergency care of patients.
  • Thorough knowledge of County geography and locations of roads and streets.
  • Skill in recognizing trauma and signs and symptoms of medical emergencies to determine appropriate treatment.
  • Ability to perform duties in accordance with established emergency medical procedures and techniques, medical protocols and standing orders.
  • Ability to work with a diverse socio economic population, based on the unique situations encountered.
  • Ability to respond quickly and calmly in emergencies and stressful situations.
  • Ability to drive safely an emergency medical vehicle in adverse conditions and according to motor vehicles laws.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate effectively in a tactful and firm manner with the public.
  • Ability to cope with stress of death and dying patients.
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals.
  • Ability to compute rates, ratios, and percentages.
  • Ability to accurately record services provided, complete required forms, and prepare reports.
  • Ability to establish and maintain effective working relationships with co workers, physicians, associates, patients and their families, other emergency service agencies and the general public.
  • Ability to maintain vehicles, equipment, and facilities.
  • Ability to maintain confidentiality of patient contact.

Physical Requirements
  • Work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force, and occasional exertion of over 100 pounds of force.
  • Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting.
  • Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires preparing or analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating motor vehicles or equipment, and observing general surroundings and activities.
  • Work frequently requires exposure to outdoor weather conditions and exposure to blood-borne pathogens and requires the use of specialized personal protective equipment; work occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electric shock.
  • Work is generally performed in a moderately noisy location, with the occasional exposure to loud noises.

Desirable Education and Experience
Graduation from high school and a minimum of one year experience in basic emergency medical service work; or an equivalent combination of education and experience.

Special Requirement
Possession of a valid North Carolina Driver’s license upon hire.
Possession and maintenance of a North Carolina Office of Emergency Medical Services Emergency Medical Technician certification upon hire.
Possession of current CPR Certification by the American Heart Association upon hire.
Have completed National Incident Management System Training upon hire.
