Location:                     District-wide

 

Qualifications:            

  • Bachelor's degree in law enforcement, public policy, or a related field preferred, or equivalent experience in security, management, or law enforcement preferred.
  • Minimum of five years of experience as a School Resource Officer or similar role, including law enforcement experience in civilian or military settings, preferred.
  • Strong knowledge of Federal and Missouri State law enforcement regulations, as well as expertise in physical and community security strategies, emergency response, and security systems, required.
  • Excellent communication, leadership, and interpersonal skills, with the ability to train staff, interpret policies, and present information effectively to diverse audiences, required.

Job Summary:

The Director of Security will plan, organize, direct, evaluate, and report on all personnel and operations involved in the public safety, security, traffic, and parking functions at all of the Carthage School District campuses. The Director will act as the liaison with all local, state, and federal law enforcement agencies. They will build constructive relationships with all local, state, and federal law enforcement agencies including working alongside district SRO’s. The Director of Security will create structures that build goodwill between law enforcement and students.  The Director will supervise and oversee all district School Resource Officers.

  • Properly supervise students at all times, if applicable to essential job functions.
  • Obey all safety rules, including rules protecting the safety and welfare of students.
  • Care for, properly use, and protect school property.
  • Maintain courteous and professional relationships with students, parents/guardians, other district employees and the public.
  • Communicate effectively with supervisors, department staff, all members of the school district, and community as required.
  • Provides excellence in customer service both internally and externally.
  • Complies with privacy rights and safeguards confidential and/or sensitive information pertaining to staff and students.
  • Reacts to change productively and receive and transmit constructive criticism as it relates to job duties.
  • Actively participate in professional development and obtain skills and information necessary to effectively perform job duties.
  • Conduct all official business in a professional and timely manner, utilizing district technology resources.
  • Arrive to work and leave work at the time specified by supervisors and attend all required meetings pertinent to the position.
  • Maintains accurate records and filing systems for accountability and audit purposes as required by law and Board policy.
  • Solve practical problems as needed to complete job duties.
  • Read and interpret documents such as work orders, safety rules, and handbooks and apply to job duties.

 

Essential Functions:

  • Conduct comprehensive assessments and evaluations of the security and/or policing services for all schools based on both established and projected needs.
  • Establish and maintain standards for security operations and performance, as well as related community programming.
  • Establish pre-employment requirements for security personnel in conjunction with the district human resources department.
  • Work with school district School Resource Officers to develop and implement basic and ongoing in-service training programs.
  • Establish record keeping/log and related documentation systems. Conduct job task analysis to ensure appropriate staff coverage.
  • Establish and maintain volunteer requirements for community members and parents in conjunction with the district.
  • Develop crime prevention, intervention, and enforcement programs, and inform the schools about security problems, remedies, operations, and needs.
  • Work with the District Communications Office to coordinate media and system reporting of campus criminal activities. Research, compile, and publish crime statistics as required by federal and state laws and regulations.
  • Ensure compliance with all federal, state and local laws, regulations, and educational rights and privacy acts pertaining to security issues.
  • Establish uniform enforcement of sanctions for violations of all security procedures.
  • Review student codes and disciplinary procedures in all schools to support state criminal laws for a safe environment.
  • Promote and maintain professional security affiliations and up-to-date knowledge of both technical and legal developments in the field.
  • Participate in committee assignments requiring security and threat assessment expertise.
  • After hours and/or weekend availability, 24-hour call back in cases of emergency and supervisory presence, when required, on all shifts.
  • Serve as the police officer for approximately 1/3 of the Carthage School District athletic events.
  • Carry out all other duties as assigned.

Physical Demands

While performing the duties of this job, the employee is regularly required to walk, talk, and hear. The employee frequently is required to stand or sit. Specific vision abilities required by this job include close vision, distance vision, and depth perception. The employee must be able to lift 25 pounds.

Conditions and Environment

The individual who holds this position will regularly work in a school environment that is noisy and active.  Occasionally the individual will be required to work outdoors for short periods of time to perform such tasks as loading and unloading students from district transportation and supervising recess.
