JOB SUMMARY

This is a hybrid position with flexible remote and in-office schedule options. The hiring range for this position is $107,203.20-$128,648.00
The Construction Manager directs, coordinates and manages the program delivery construction functions of the division, and performs related duties as assigned.
The Construction Manager is responsible for providing professional and complex construction engineering expertise to the Deputy County Engineer by supervising, directing, coordinating and managing annual and daily operations of highway construction engineering and performs related duties as assigned. This position works independently under limited supervision of the Deputy County Engineer and is responsible for making independent time sensitive interpretations and decisions related to the project requirements and budget, Including negotiating all contract changes necessary for the completion of the project such as project change orders and supplemental agreements during construction activities. The Construction Manager will perform or verify calculations and conduct, as directed by the Deputy County Engineer, quality assurance reviews during the project delivery process. This position will perform construction documentation audits and prepare a report to the Deputy County Engineer for all projects under contract with Carver County.
The Construction Manager is responsible for supervising, monitoring, training and giving direction to Civil Engineers, Project Managers and Engineering Technician staff throughout the work day. The Construction Manager oversees construction administration, inspection and coordinates survey work with the Assistant County Surveyor (or his designee), on Public Works construction projects and facilities including but not limited to highways, bridges, buildings and parks and may perform similar duties as staffing levels dictate. This position may perform highway plan preparation, calculations and quality assurance reviews during the project delivery process. This position may provide assistance to maintenance projects such as crack filling and seal coating.
The Construction Manager performs checks of contractor supplied record drawings and will prepare or oversee the preparation of record plans for projects not requiring contractor supplied record plans. This position will manage and maintain all record plans received or created for Carver County. The Construction Manager develops and manages Carver County standard plan sheets and plates. This position is responsible for updating and maintaining the State Aid needs program.
The Construction Manager represents the County at meetings and on committees involving the public and officials of federal, state and local government agencies. This position will oversee and lead multiple project management teams with diverse backgrounds, while striving to meet county strategic goals.
TYPICAL DUTIES AND RESPONSIBILITIES
- Supervises, directs and manages daily construction engineering functions to Carver County standards and perform related duties as assigned and is responsible for making independent time sensitive interpretations and decisions related to the project requirements and budget during construction activities.
- Supervises, coordinates and directs the work of Engineering Technician staff related to but not limited to construction inspection. Plans work schedules of Engineering Technician staff to maximize the productivity of staff on a daily and weekly basis Assigns and directs work appropriate to capabilities and workload of staff.
- Collaborates with the Assistant Public Works Director / Deputy County Engineer in administering the Road and Bridge Capital Improvement Program to Federal Aid, State Aid and / or local standards and perform related duties as assigned. Prepares budgets for various projects, from an annual and long-range perspective. Provide professional and complex engineering elements to satisfy accepted engineering principles, regulatory constraints, County financial limits and public participation needs.
- Provides oversight and directs the inspection of all assigned construction projects for compliance with MnDOT and County Specifications for Road and Bridge Construction. Reviews and ensures the compilation of detailed records of the following to meet funding and project specification requirements : pertinent project activities, the contractor's daily operations, quantities of material received or used, survey notes, material test results, elevations and / or locations of project installations.
- Manages construction projects by ensuring that all required Quality Assurance (QA) / Quality Control (QC) testing is performed by designated project staff or consultants on assigned construction projects.
- Manages construction projects in construction contract administration and provides oversight and direction to assigned inspection staff to ensure that project changes and documentation are accurate and completed in timely manner. Oversees and provides corrective direction to staff and consultants to manage and maintain positive project progress and to minimize risk to the project.
- Manages construction projects by collaborating and coordinating with utility companies / agencies and ensures that all construction projects meet the state statute notification requirements and follow the Minnesota Department of Transportation utility coordination process to the extent practical and reasonable.
- Collaborates with utility companies / agencies and coordinates an annual meeting to update utility owners of planned construction projects. Consistently works to build and maintain positive relationships with utility owner representatives.
- Responsible for reviewing and compiling comments on all construction plans and specification submittals for the Public Works Division for accuracy, constructability and that the plans meet applicable federal, state and local standards. The Construction Manager shall develop and maintain review checklists, workflows and county standards to consistently provide guidance and review of construction plans and specifications.
- Responsible to ensure that Record Drawings are completed by assigned project staff or consultants and stored electronically for all construction projects within the Public Works Division. This position will manage and maintain all record plans received or created for Carver County.
- The Construction Manager is the designated Team Leader for the annual updates to the Minnesota Department of Transportation CSAH NEEDS system for Carver County. Reviews, updates and provides recommendations on data changes to the Carver County CSAH NEEDS data to the County Engineer, to ensure the database reflects the in-place highway system for the proper state aid funding need.
- Works with other computer software including Microsoft Word, Excel, PowerPoint, SharePoint, and Project, Procore, ESRI Arcmap, State Aid CSAH Needs, Asset Management Software and other software as needed or instructed.
- Prepares, under the direction of the engineer of record, plans, proposals and technical drawings of construction projects using CADD software (AutoCad / Microstation) to applicable design standards.
- Perform or verify calculations and conduct, as directed by the Deputy County Engineer, quality assurance reviews during the project delivery process.
- Perform construction documentation audits and prepare a report to the Deputy County Engineerfor all projects under contract with Carver County.
- Assist Project Managers with construction related reports on projects.
- Provides assistance, training, advice, guidance and direction to civil technicians and related staff in advanced and complex construction engineering principles, design procedures and practices, accepted industry standards and best management practices.
- Monitors training needs for all program delivery personnel and provides or arranges for the appropriate training, including safety training and ensuring staff have the appropriate safetyequipment.
- Provides assistance and reviews complex professional engineering calculations and designs for County infrastructure improvements, which may include but is not limited to : horizontal and vertical alignments, geometrics, pavement design, typical sections, cross-sections, traffic control layouts and signing and striping design. Reviews construction plan documents, project cost estimates (engineer's estimate) and special provisions. Under limited supervision, prepares construction plans to applicable state aid and county standards, using CADD software and other design software as deemedappropriate.
- Interprets Plans and Specifications for the Engineering Technicians and / or Contractor and clarifies discrepancies or deviations from specified construction procedures.Provides technical support to field construction change requests and general activities to ensure project construction will provide desired design results.
- Represents Public Works in relations withthe other government and permitting agencies, utility companies, businesses, citizen groups or individuals to answer questions and / or resolve complaints while carrying out contracts / objectives of Public Works.
- Work with the Public Works Division Director to build and maintain the Public Works teamwork environment tomaintain and build effective working relationships with other public officials, staff and the general public.The employee is responsible formaintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy.Regular attendance is essential to the maintenance of a smooth and consistent workflow of the employee's responsibilities and the functions of the department as a whole.
MINIMUM QUALIFICATIONS
Preferred Qualification :
Four (4) years of supervisory experience and / or directing the work of others
