JOB SUMMARY

The Engineering Manager directs, coordinates and manages the program delivery functions of the division, and performs related duties as assigned.

The Engineering Manager is responsible for managing and directing the program delivery of the Road and Bridge Capital Improvement Program by providing professional and complex highway engineering design and analysis in the development of highway construction plans which will include assisting, training, advising, guiding and supervising engineers and engineering technicians in highway design, engineering principles, practices and procedures, determination of data collection needs, geometrics, pavement design, hydrologic and hydraulic design, interpreting state and federal regulations, preparation of environmental permits and reports and determining right-of-way and highway easement needs. This position supervises the preparation of project bid documentation, including proposals, project plans and specifications, engineer's estimate and special provisions. This position may also provide assistance to maintenance projects such as crack filling and seal coating.

The Engineering Manager represents the County at meetings and on committees involving the public and officials of federal, state and local government agencies. This position will oversee and lead multiple project management teams with diverse backgrounds, while striving to meet county strategic goals.

This is a hybrid position with flexible remote and in-office schedule options. The hiring range for this position is $107,203.20 - $128,648.00.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Supervises, directs and manages program delivery functions to Carver County standards and perform related duties as assigned.

Collaborates with the Assistant Public Works Director / Deputy County Engineer in administering the Road and Bridge Capital Improvement Program to Federal Aid, State Aid and / or local standards and perform related duties as assigned. Prepares budgets for various projects, from an annual and long-range perspective. Prepares a long-range construction plan, five-year minimum. Provide professional and complex engineering elements to satisfy accepted engineering principles, regulatory constraints, County financial limits and public participation needs.

Supervises the annual inspections of all County, city and township bridges for the purpose of reporting conditions to the Minnesota Department of Transportation Bridge Office, posting restrictive loads as required and directing required maintenance and perform related duties as assigned. Advise and otherwise provide assistance to Townships and Cities on road and bridge construction projects as described by State Statutes or cooperative agreements.

Provide assistance, training, advice and guidance to engineers, civil technicians and related staff in advanced and complex engineering principles, design procedures and practices, accepted industry standards and best management practices. Develops and implements Organization Process Assets, which may include standard design procedures, programs and processes for effective project management.

Participates in consultant selection and reviews consultant plans to accepted County and industry standards.

Performs and reviews complex professional engineering calculations and designs for County infrastructure improvements, which may include but is not limited to : horizontal and vertical alignments, geometrics, pavement design, typical sections, cross-sections, traffic control layouts and signing and striping design. Determines project hydrology and designs hydraulic conveyance and water quality systems. Determines, communicates, monitors and ensures data collection needs for complete analysis during design. Reviews and prepares construction plan documents, project cost estimates (engineer's estimate) and special provisions. Reviews, prepares and acquires all regulatory permits and approvals required for project initiation. Meets and confers with permitting officials in the field or office as needed. Coordinates right-of-way needs, both permanent and temporary, for projects or long-range planning efforts.

Provides technical and professional support to field construction change requests and general activities to ensure project construction will provide desired design results.

Participates in the public project involvement process; attends public and landowner meetings to understand public concerns and to explain project design. Represents Public Works in relations with the county board, other government and permitting agencies, utility companies, businesses, citizen groups or individuals to answer questions and / or resolve complaints while carrying out contracts / objectives of Public Works.

Work with the Public Works Division Director to build and maintain the Public Works teamwork environment to maintain and build effective working relationships with other public officials, staff and the general public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent workflow of the employee's responsibilities and the functions of the department as a whole.

MINIMUM QUALIFICATIONS

  • Graduation from an accredited university or college with a Bachelor's Degree in Civil Engineering; and
  • Licensed as a Professional Engineer in the State of Minnesota, or the ability to obtain within six (6) months; and
  • Six (6) years related and progressive work experience; and
  • Valid Class D driver's license.
  • Master's Degree in Civil Engineering; and
  • Four (4) years related and progressive work experience; and
  • Valid Class D driver's license.
  • Preferred Qualification :

    Four (4) years of supervisory experience and / or directing the work of others.

    SCORED EXAMINATION PROCESS

    All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s), reference checks, and background investigation.
