What are the responsibilities and job description for the Planner - Land Management position at Carver County?
Under the direction of the Land Use Manager, the Land Management Planner develops, plans, educates and implements provisions of the County's land use and subdivision programs; and performs analysis, recommendations for and implementation of inspections, monitoring and enforcement of various ordinances relevant to the department in the areas of land use and water management controls including applicable areas of the subdivision, flood plain, shoreland, wetland, conditional use, interim use, variance, building permit, on-site sewer, agricultural preserve, feedlot, storm water and erosion/sediment control and watershed regulations. The Land Management Planner researches, prepares and presents written and oral reports, recommendations, resolutions and orders to the Planning Commission, Board of Adjustment and the County Board of Commissioners.• Presents recommendations and report findings at the monthly Planning Commission, Board of Adjustment and County Board on the issues of conditional use, interim use, variance & appeal, preliminary/final plat, and ordinance amendment.
• Facilitates a minimum of two (2) official public hearings per year, which may involve government officials, special interest groups, lawyers and members of the public to address issues regarding land use.
• Represents the Department on issues of planning and policy development within the Division and the County.
• Completes the annual review of conditional and interim use permits to ensure compliance with county ordinances.
• Implements the Zoning Ordinance pursuant to Chapter 152 of the County Code and M.S. §394.
• Coordinates the public hearing notification process in accordance with state statute.
•Implements Floodplain and Shoreland Regulations according to law.
•Collaborates with townships in the County and state agencies, including the DNR, Mn/DOT and BWSR to assure compliance with state and local regulations.
•Reviews and analyzes applications, plans, surveys, and reports within the Department and/or Division; and provides information and recommendations to landowners, developers, contractors, realtors, and attorneys, concerning building potential, restrictions, process and design parameters.
•Initiates, investigates, and pursues enforcement and corrective action or litigation when appropriate for violations of County Code regulations by working with the County Attorney's Office, provides affidavits, and testifies in District Court as needed.
•Administers the Minor Subdivision and Platting processes, pursuant to Chapter 151 of the County Code and departmental procedures and assures quality control for approximately 30 subdivisions per year.
•Provides professional assistance to Environmental Services, Planning/Water Management and other County staff in enforcement, development reviews, Water Management and technical support related to feedlots, SSTS, and other programs.
•Performs other comparable duties of a like or similar nature as assigned.• Bachelor's Degree with emphasis Planning, Urban Studies, Geography, Community Development, Public Administration, or a related field and two (2) years of experience in Planning & Zoning Administration or related field.
