What are the responsibilities and job description for the Rural Outreach Specialist position at CASA-Trinity?
The Rural Outreach Specialist will work with RCORP Impact team including subcontractors to develop and implement an outreach program targeting individuals living in isolated rural areas who typically do not engage in treatment. This role involves recruiting, training, and supporting trusted community members to engage these populations and connect them to treatment and recovery services.
This position typically follows a Monday through Friday schedule from 8:00 AM to 4:30 PM, with occasional evening and weekend hours.
It is a remote role; however, occasional regional travel may be required, which will be discussed further with the supervisor.
Essential Job Functions:
- Recruit and Train Trusted Community Members:
- Recruit and train at least six trusted community members (one per county) to participate in a pilot program aimed at engaging isolated rural populations.
- Deploy Trusted Community Members:
- Deploy these trusted community members in rural communities to facilitate outreach efforts.
- Provide Ongoing Support:
- Offer regular support to trusted community members through weekly visits or contact. Collect and report data on the number of individuals served and those connected to treatment and recovery services.
- Facilitate Bi-Annual Meetings:
- Convene bi-annual meetings, either via video or in-person, for trusted community members to discuss successes, challenges, and community support strategies.
- Address Challenges:
- Provide support to trusted community members to address any challenges they face in their outreach efforts.
Secondary Functions:
- Collaborate with external agencies, councils, and forums to advance the provision of clinical and educational services to the community.
- Stay updated on computer technology and information relevant to the functional area to enhance innovation and ensure compliance.
Knowledge, Skills, and Abilities:
- Knowledge of:
- Addiction and recovery processes.
- Current developments in community mental health, substance abuse, and prevention.
- Project or program management.
- Community resources available for mental health and substance use disorder treatment.
- Relevant laws and regulations.
- Agency policies and procedures for program and client service management.
- Trends in federal and state mental health and substance abuse programs.
- Computer applications related to service provision, such as Excel, Word, PowerPoint, and regulatory databases.
- Ability to:
- Work independently.
- Direct and coordinate coalition activities.
- Prepare and present professional and administrative reports.
- Collaborate effectively with coalition members and train staff.
- Adopt technology to maximize efficiency.
- Analyze and develop specialized programs or grant requests.
- Communicate complex concepts clearly in both oral and written forms.
- Establish and maintain effective work relationships.
Physical Demands:
- Regularly required to sit, stand, walk, use stairs, operate foot and hand controls, use a telephone, computer keyboard, and write.
- Occasionally required to lift and/or move up to 20 pounds.
- Requires accurate perception of sound, near and far vision, depth perception, and handling educational materials.
Work Environment:
- Adherence to strict policies regarding a tobacco and alcohol-free workplace.
- Work performed in a normal office environment with frequent travel between program sites.
Qualifications:
- Minimum of an Associate’s degree Health and Human Services or a related field, or at least 3 years of experience in a health or human service agency, preferably in a drug and alcohol setting.
- Valid driver’s license and personal transportation.
The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
