Education/Experience/Training:
- A Bachelors Degree in Psychology, Human Services, Criminal Justice or closely related field and a minimum of five (5) years of experience working with youth or youth-in-crisis with two (2) years of supervisory experience. Or an equivalent combination of education and experience.
- Strong leadership, management and communications skills.
Certifications Required:
- CPR, First Aid, AED, Naloxone, CJIS, and CPI Certification required with training provided.
- Must attend and successfully complete Montana Corrections/Detention Officer Basic Training (CDOB) within six (6) months of hire.
- Must submit paperwork to POST to receive Basic Certificate for CDOB within one (1) year.
- P.O.S.T Certified Administrative certificate preferred.
- Valid Driver’s License issued by the State of Montana.
JOB SUMMARY
The Administrator of the Cascade County Juvenile Detention Center (Center) directs and supervises the Center and employees in all areas of day-to-day business. Provides professional guidance and direction to maintain and improve the quality of services offered to youth, placing and law enforcement agencies and other community representatives to ensure the programs effectively meet the needs of youth in a facility that almost always operates near maximum capacity. The Administrator performs complex duties of administration, supervision and planning to ensure all licensing requirements are met or exceed state and federal guidelines. The Administrator spends considerable time overseeing detention programs and staff interaction with youth, directing staff in the operation of programs, coordinating services, training staff, reviewing youth files, reviewing oral and written reports from staff, accurately documenting significant data or changes in youth’s behavior or emotional status in a timely manner, scheduling of Detention employees, approving employee leave and engaging in extensive personal contact with placing agencies, law enforcement, court personnel, co-workers, associated professionals, juvenile offenders, families, visitors, medical professionals, attorneys and other government agencies. This position oversees all finances, budget practices, youth programs, staffing and the daily operations of a 24-30 bed co-ed detention facility. The Administrator must establish effective working relationships with staff and youth. Coordination and exchange of information with fellow employees and employees on different shifts is essential. The Administrator will be required to work hours that are flexible to effectively supervise employees and youth on all shifts at the Center, attend meetings, conferences and workshops to enhance knowledge of up-to-date juvenile justice practices, complete forty (40) hours of annual training in areas of juvenile justice and supervision in addition to the mandatory CPR/First Aid, AED, Naloxone and Non-Violent Crisis Intervention (CPI) trainings. The work is structured by time schedules, Center policies, established methods and techniques. The Administrator is supervised by the Cascade County Board of Commissioners and works closely with the North Central Regional Board on issues pertaining to juvenile detention.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Develop and evaluate programs for Center youth and train staff in the implementation of these programs in a seven day a week twenty-four hour a day operation; Ensure all staff have the necessary information to successfully carry out their duties as a Detention Officer including overview of Center policies and procedures, youth rules, youth rights, etc.; Prepare and submit the annual budget to the County Commissioners and Chief Financial Officer; Approves invoice batches and purchase orders; Provides Accounting with bills and staff credit card receipts twice weekly for payment; Prepare and oversee the annual grant budget of the North Central Region; Hire, discipline and terminate staff in accordance with County policy; Maintain and oversee all contracts for detention services; Write grants and prepare all quarterly and annual budget documentation; Represent the Center in local, state and national organizations; Plan and implement public relations activities and represent the Center in the social services community and to the general public; Inform and update the court and all youth agencies in the surrounding area of the services the Center provides; Write all policies and procedures, standard operating procedures (CentralSquare, Fingerprinting, Electronic Monitoring), youth handbook, Prison Rape Elimination Act (PREA) pamphlet, Center information pamphlet, volunteer & Intern handbooks, etc.; Effectively negotiate union bargaining agreement in cooperation with the Human Resources Director; Act as PREA Coordinator for the facility and conduct unannounced PREA rounds; Review and formulate goals for the Center at least annually and translates them into measurable objectives; Prepare and submit reports to the County Commissioners to keep them informed of major incidents, population data, problems and plans for solving issues and major developments in juvenile detention; Hold quarterly, or as needed, meetings with all Center employees to discuss issues pertaining to the Center, facilitate communication and discuss programming; Develop as well as directly train or schedule training for employees on an annual basis that meets or exceeds licensing standards; Ensure all aspects of the program are communicated and coordinated with staff and enforce Center rules and ensure compliance of all Detention Center policies and procedures; Work with staff to de-escalate out of control youth and be subject to unpredictable behavior of youth; Able to subdue uncontrollable youth using both passive and mechanical restraints; Train, assign, supervise and evaluate the work and activities of all employees; Act as mentor and role model to staff and youth; Maintain employee files, correspondence files and other files pertinent to daily operation of the Center; Perform periodic searches of persons, cells, vehicles, and building; Perform periodic transportation of high-risk youth to and from court, placements and appointments; Provide guidance to youth on appropriate social behaviors, anger management and conflict resolution; Oversee weekly safety and security checks of the detention units to ensure cleanliness and overall safety of the facility; Oversee Juvenile Drug Court contract and ensure staff urinalysis collection and documentation is correct; Oversee contracts with placing agencies/reservations, BIA, DOC, etc.; Oversee Title I program, and order supplies as needed; HiSet testing Chief Examiner; Supervise staff on the floor to ensure they follow Center policies and procedures; Oversee youth booking system, camera and video systems and the State Juvenile Detention Reporting System; Complete payroll using KRONOS system; Monitor, implement and document security precautions that ensure the safety of youth, staff and the community; Maintain appropriate interaction with youth offenders using professional boundaries and sound judgement; Be on call 24 hours a day; Be capable and competent to care for youth; Maintain strict confidentiality; Order and oversee all Center purchases; Ensure the Center is in compliance with all areas according to local, state and federal law; Familiar with the Cascade County Operations Manual (CCOM); Perform other duties as required or assigned.

Principles and Practices of the Montana Youth Court Act, Administrative Rules of Montana, Montana Code Annotated (M.C.A.), American Correctional Association; Youth counseling, psychology, crisis, behavior management and culture; Youth court procedures and the juvenile justice system; Purpose and programs of youth care in detention centers; Non-Violent Crisis Intervention, safety and security principles of detention, working with violent youth, suicide prevention, PREA, CPR/First Aid, AED, Naloxone, medication dispensing and documentation, youth fingerprinting, communicable diseases and bloodborne pathogens, urinalysis collection, screening and documentation, the dynamics of abuse and neglect, emergency response procedures, key, tool and utensil control, professional boundaries, cultural sensitivity and social and economic causes of youth crime and delinquency, adolescent development, chemical dependency issues, family interaction models and the grief-loss cycle; Apprehension and detention of youth and youth rights under the law; Governmental accounting systems including New World, generally accepted accounting principles and procedures; Word, Excel, Power Point, Outlook and internet/web-based programs; Supervisory practices; Employee disciplinary procedures, due process, FMLA, etc.

The successful applicant shall serve a 1-year probationary period and will have a criminal background check conducted. The results thereof may disqualify the applicant from consideration for employment with the county.
