What are the responsibilities and job description for the Director of Finance and Operations position at CASE Collaborative?
JOB GOAL:
The Director of Finance and Operations is the chief financial officer of the collaborative and assists the Executive Director with all financial and operational functions. Primarily, the Director of Finance and Operations is responsible for directing and overseeing CASE Collaborative’s business and financial functions as they pertain to special education programs, specialized transportation, human resources, facilities, and operations including technology.
QUALIFICATIONS:
Required:
- Licensed as a School Business Administrator by the Massachusetts Department of Education (DESE);
- Completion of courses toward Massachusetts Certified Public Purchasing Official (MCPPO) with application for designation as a MCPPO upon completion of one year of purchasing experience;
- Demonstrated record of successful leadership regarding financial management and adherence to applicable legal and regulatory requirements;
- Working knowledge of Google, Microsoft, PowerSchool;
- Strong technology skills required (Tyler Infinite Vision);
- Ability to work both independently and collaboratively with flexibility, creativity, and leadership skills;
- Excellent verbal and written communication, organizational, and interpersonal skills;
- Minimum of three (3) years experience in municipal financial management.
- Master’s degree, from an accredited college or university, in Business Management preferred, Public Schools Finance or related fields (minimum requirement);
- Such alternatives to the above qualifications as the Executive Director may deem appropriate and acceptable.

- Serves as the chief procurement officer for the collaborative.
- Oversees the human resources department of the collaborative.
- As a member of the senior Administrative Team, contributes to the decision-making for the collaborative – student programming and transportation.
- In conjunction with the Executive Director and other administrative staff, develops the annual budget, capital budget proposals, and participates in communicating financial information to the CASE Board of Directors.
- Attends Board of Directors meetings to report on fiscal or budgetary issues.
- Assists the Executive Director regarding issues of compliance with federal and state laws.
- Advises the Executive Director of the cost implications of any program changes.
- Analyzes cost patterns and trends and reports findings to the Executive Director periodically.
- Oversees and provides necessary documentation for annual fiscal audit.
- Contributes to annual reports in conjunction with the Executive Director.
- Prepares annual collaborative Medicaid Report.
- Responsible for the ACA filing.
- Works with the Executive Director to allocate the financial resources of the collaborative to support the attainment of established goals and objectives.
- Searches for means/methods to make the collaborative more efficient.
- Supervises the accounting functions of the collaborative.
- Responsible for long range budget planning and management.
- Coordinates bidding and purchasing for the collaborative.
- Monitors collaborative compliance with all appropriate local, state and national regulations and requirements related to school finance.
- Supervises all financial transactions consistent with the collaborative’s financial policies.
- Responsible for general ledger journal entry preparation.
- Oversees the daily financial operation of the collaborative to include providing leadership and expertise that the system of internal financial controls effectively and efficiently safeguards the assets of the collaborative.
- Arranges for and manages the external audit for all funds.
- Monitors accounts for payment and pursues overdue accounts.
- Participates and represents CASE on the Board of Directors of the Minuteman Nashoba Health Group, a Massachusetts municipal joint purchasing group.
- Manages the collaborative’s insurance programs including: health insurance, life and long-term disability insurance, Worker’s Compensation, General/Professional Liability Coverage, Auto Insurance, etc.
- Acts as a resource for the Executive Director and Board of Directors in regard to collective bargaining.
- Coordinates and supervises the payroll and benefits administration of the collaborative.
- Oversees the inputting of new employees into the collaborative’s human resource and information systems.
- Contributes to the annual review of the employee handbook including revisions to policies and procedures to ensure alignment with current law, regulations, and best practices.
- Oversees the scheduling and employee participation in all mandatory training and activities including but not limited to civil rights and sexual harassment training, and state ethics training.
- Responsible for the maintenance, lease arrangements and service contracts of all office equipment including copy machines, telephones, etc.
- Works with the Transportation Manager to coordinate the transportation needs of the collaborative.
- Oversees and manages all aspects of the collaborative’s facilities.
- Finds creative and efficient solutions for the school/building/space needs of the collaborative.
- Monitors and oversees the website.
- Performs other related tasks or duties at the discretion of the Executive Director.
Salary : $120,000 - $140,000
