Job Description


POSITION OBJECTIVE

The School Business Officer serves as a chief financial/operations leader for the Frances Payne Bolton School of Nursing under direction from the Dean. This senior level position works closely with all levels of the Case Western Reserve University administration and stakeholders to advance the strategic and financial priorities of the School of Nursing. The business officer ensures efficient financial and administrative operations of the School of Nursing, including strategic planning, finance and revenue generation, human resources, space and facilities, overall operational and administrative management, and acts as first point of contact in the School of Nursing for UTech. The business officer coordinates complex relationships between the School of Nursing, affiliated hospitals and other agencies under the direction of the dean.


ESSENTIAL FUNCTIONS

  • Develop the School of Nursing annual budget in consultation with the dean and senior administrators in accordance with the university Budget Office guidelines. In conjunction with the dean, provide quarterly review and report on budget to the Provost and Executive Vice President, Deputy Provost and Vice President for Academic Affairs, Chief Financial Officer, Associate Vice President for University Planning and Administration and the Vice President for Financial Planning. Determine the School of Nursing income sources and anticipated revenue, including funding, tuition, and the annual fund. Analyze expenses and make budgetary and policy decisions regarding budget feasibility of anticipated expenses. Establish and track metrics and rankings as it relates to the efficiency and sustainability of various revenue streams. Develop the School of Nursing financial forecast and report on budget status to the dean's cabinet, program directors, and other senior leadership. Provide advice and guidance on best uses of resources to achieve strategic goals to the dean, departments, and centers. Provide ideas and solutions to solve financial problems and formulate alternative strategies. Analyze spending patterns, problem areas, and changes in budget spending. Serve as School of Nursing contact with university financial offices, particularly Controller and budget offices. (20%)
  • Develop, implement and coordinate school-wide training sessions for faculty and staff covering all administrative areas. Develop, implement and coordinate the creation of School of Nursing procedures manual covering all administrative areas. Participate in the development, implementation and evaluation of the School of Nursing strategic plan by providing input and recommendations to the dean and appropriate management personnel. Provide interpretation of university policies and procedures. (15%)
  • Perform the final review of annual performance reviews and salary for acceptability and budget feasibility. Develop salary budget, including planning for expected salary increases for both faculty and staff. Provide the dean of the School of Nursing with recommendations for policy decisions on salary policy and other human resources issues. (15%)
  • In consultation with the dean and senior administrators, develop and implement both the long- and short-range strategic plans for the School of Nursing, taking into consideration the availability of resources such as the operating budget, unrestricted and restricted funds, endowments and spendable gifts, and capital funds. Identify and analyze costs and revenue effects of curricular, personnel, and technological programs. Develop business cases to explore new programs and funding sources. Work as part of the strategic planning committee to provide fiscal information as it relates to future plans. Attend strategic planning meetings (both in the School of Nursing and the university) as a representative of the School of Nursing to discuss the expected fiscal impact of the strategic plan. Provide the dean of the School of Nursing financial input for various school and university reports, including the annual report and the five-year plan. Provide financial analysis using financial and computer modeling techniques. (10%)
  • Serve as School of Nursing representative in administrative groups, committees and meetings throughout the university. Participate in various School of Nursing groups and meetings to keep abreast of and provide input for all aspects of the School of Nursing. Serve as a member of the senior executive team for the nursing school. (10%)
  • Direct all human resources activities in the School of Nursing, including assisting in job descriptions development. Coordinate personnel actions with Human Resources. Promote human resources activities to formulate effective execution of strategic initiatives and operations such as supervision of operational staff in budget, human resources, data/strategy, and space/facilities. Ensure efficient workflows and communications between the college operational staff. Oversee staff evaluations to ensure timely completion and submission to Human Resources. Ensure adherence of human resources' policy in the School of Nursing. Coordinate with Human Resources to ensure that policies and issues are administered properly. Serve as an advocate for the School of Nursing with Human Resources. (10%)
  • Strategize with the dean to make the best use of new and existing nursing school facilities and structures in the campus plan. Engage with the dean, higher leadership, faculty, donors, and students, to implement strategies according to needs of the nursing school in the larger context of the full campus plan. Oversee the work of the Director of Finance and Administration as it relates to facility needs, including current and future furnishings, major renovation needs, and capital planning. (10%)
  • Work closely with central UTech to ensure that the information technology needs of the School of Nursing are communicated and achieved. In conjunction with the Director of Information Technology for the School of Nursing, develop budget and oversee expenses for the UTech School of Nursing Information Services department. (10%)

CONTACTS

Department: Daily contact with the dean, administrative staff in Financial Services, School of Nursing UTech Director, Human Resources, and Facilities. Frequent contact with the associate and assistant deans and program directors. Daily contact with faculty and staff. Frequent contact with management personnel (program directors, Registrar, Center for Research, Executive Director of Development, Assistant Director of Development and Annual Giving, Assistant Director of Alumni Affairs, Hirsh Center, WHO, and Center on Aging and Health, QSEN).

University: Contact with the Controller's Office (controller, associate and assistant controller, general accounting, grants accounting, and payroll), Human Resources, university Budget Office, Provost's Office and all levels of administration throughout the university. Occasional contact with the VP of Institutional Planning, Director of Plant Services, Director of Human Resources, and Director of Financial Aid.

External: Frequent contact with affiliated hospitals (University Hospitals of Cleveland, Cleveland Clinic Foundation, and MetroHealth Medical Center). Occasional contact with administrators of other universities, auditors, vendors, and business officers of nursing schools.

Students: Daily contact with School of Nursing students to exchange information.


SUPERVISORY RESPONSIBILITY

Direct/indirect supervision of 5 staff employees: Director of Human Resources, Director of Finance, Administration and Facilities, Procurement Specialist, Assistant Director of Fiscal Operations, and Receptionist.


QUALIFICATIONS

Experience: 10 or more years of professional work experience with 5 or more years of demonstrated experience in financial/accounting/operations required. Experience in a university or other non-profit setting preferred.

Education: Bachelor's degree required. Master's degree in Finance or Business Administration preferred.
