SUMMARY :
The Director of Human Resources is directly responsible for the development and overall administration, coordination and evaluation of the Human Resources function; to include employment, benefits, risk, employee relations, training and enforcement of general policies and procedures. The Director of Human Resources will build and manage the organizational structure of the Human Resources department.
ESSENTIAL SKILLS, DUTIES & RESPONSIBILITIES :
- Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors performance evaluation program and revises as necessary
- Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, and annual re-evaluation of policies for cost effectiveness
- Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed
- Ensures compliance with hiring, transfer, promotion, discipline and termination practices
- Approves involuntary terminations, and exercises care that reasons are well documented and are not arbitrary or discriminatory
- Keeps abreast of legislation affecting human resources; trains management and monitors company policies to ensure compliance
- Works with top management to set long-term staffing goals and strategies
- Oversees training and safety programs in context of compliance with federal regulation
- Ensure compliance with all federal labor regulations
- Provides statistical and historical reports as requested to CEO and / or outside agencies
- Ensures the confidentiality of all Human Resource records
- Develops recruitment campaigns and participates in special projects
- Responsible for development and accountability of department budget
- Conducts continuous external research in the form of law, precedent, standard practices, and applicable state and federal regulations
- Assists in keeping employees informed of all changes in personnel policies, counsels with employees on personnel policies and personal problems. Assists in the solutions and provides appropriate adjustments based on complaints received from management personnel and employees
- Assures that company employment, safety, labor relations, personnel, equal opportunity and tribal preference policies and practices comply with the applicable provisions of federal and state labor laws, including the maintenance of necessary files, etc.
- Maintains company organization charts
- Directs the preparation of and represents the company in unemployment and grievance hearings (Management level & above)
- Makes regular reports to Chief Executive Officer
- Authorized as a check signer in the absence of CEO and / or Compliance Director
- Other HR related duties as assigned

Must be able to successfully pass a pre-employment drug screen, background investigation, and maintain a Pauma Gaming Commission License.
