What are the responsibilities and job description for the Staff Appraiser I, II or III position at Cass County?
PURPOSE OF POSITION: To perform appraisals and classify all real and personal property for taxation purposes.
WORK PERFORMED/JOB FUNCTIONS: Performs infield appraisals and classifying of property, (i.e., residential, industrial, commercial, etc.); develops field notes on property improvements, measurements, and dimensions, quality of construction, and accurately enters observations into the computer-aided mass appraisal (CAMA) program; utilizes Apex software in sketching all improved properties; and photograph all improvements and shoreline of lakeshore properties; reviews exempt property; checks aerial photos and Pictometry for accurate land breakdown. Answers public inquiries regarding property valuations and taxation, reviews complaints and appeals, both in the office and field; and assists the general public over the counter and via the telephone regarding inquiries. Attend Local Boards of Equalization. Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES: Must have the ability to utilize computers and calculators. Should possess basic mathematical skills. Should have the ability to effectively and efficiently communicate both orally and in writing. Must have a working knowledge of basic building practices, policies, procedures, and materials. Should have the ability to appraise property accurately and uniformly. Familiarity with CAMA systems and GIS is desirable.
MINIMUM TRAINING, EXPERIENCE, OR CERTIFICATIONS: At a minimum, should have a high school degree or its equivalent, plus two to three years of post-high school specialized training/education in engineering, construction, mathematics, real estate, or property valuation areas, or four to six years of progressive-related experience in property appraisal. Must possess a Certified Minnesota Assessor (CMA) designation or ability to obtain within 12 months. Must possess a valid Minnesota driver’s license. According to MN Statute Section 270C.9901 all individuals who appraise or physically inspect property for determining valuation or classification for property taxes must obtain Accredited Minnesota Assessor (AMA) licensure within five years of becoming licensed as a Certified Minnesota Assessor (CMA).
PHYSICAL EFFORT: Light to medium physical activities require climbing, balancing, stooping, kneeling, crouching, crawling, reaching, handling, feeling, talking, hearing, near and far acuity, depth perception, and color vision. The employee must occasionally lift and or move up to 50 pounds. Work in the field will include exposure to weather and wet conditions as well as inside work in an office setting.
Staff Appraiser I - Hourly Range $32.61 - $41.79
- Entry Level position
- Must obtain Accredited MN Assessor (AMA) licensure within five years of becoming licensed as a Certified MN Assessor (CMA)
Staff Appraiser II - Hourly Range $ 33.52 - $42.93
- Must have an Accredited MN Assessor (AMA) License & ability to assess commercial and more complex properties.
Staff Appraiser III - Hourly Range $ 35.40 - $45.41
- Must have a Senior Accredited MN Assessor (SAMA) license which requires more experience and education.
