Role
PMA 290 has the responsibility for managing acquisition lifecycle for Minotaur Family of Services (MFoS) equities across Department of Defense (DoD) Services and multiple Federal Agencies. In the Enterprise Program Management role, PMA-290’s MFoS Integrated Product Team’s (IPT) core function is to develop, deliver and sustain mission-management capabilities and services for their stakeholders throughout the product lifecycle. The PMA-290 MFoS IPT is seeking an Enterprise Coordinator (Program Analyst) to develop and implement organizational processes to accommodate rapidly increasing levels of investments and product delivery expectations.
Responsibilities
- Enterprise Management Support
- Compile and maintain a document repository of all Strategic Guidance from major customer stakeholders.
- Compile and maintain funding documentation from all customers describing investment plans in Minotaur & MFoS.
- Maintain a complete list of resource sponsor and customer stakeholders.
- Develop and implement a process to formalize customer product/service delivery needs and expectations.
- Develop a standard Work Breakdown Structure (WBS) for Minotaur (Core) Services.
- Maintain a Capability Roadmap illustrating relative timeframe of advanced capabilities available to MFoS customers based on an advanced development investment strategy.
- Work with Vendors and Suppliers to develop and maintain a “Contract Map” showing the flow of money between customers and suppliers.
- Develop cost estimates and plans to justify appropriate resources to effectively manage the MFoS Enterprise.
- Project Management Support
- Work with vendors and suppliers to establish a “Project Map” that describes specific end-items, start dates, estimated finish dates and estimated costs at completion.
- Document approach to integrate supplier schedules into a PMA-290/MFoS overarching Integrated Government Schedule (IGS).
- Work with PMA-290/MFoS Schedule Team to analyze program schedules, identify risk and opportunities that impact individual customer projects or enterprise-level products and services.
- Interface with customer program management teams to collect and maintain budget and schedule plans related to MFoS projects.
- Acquisition Management Support
- Provide recommendations to inject competition into the contracting approach to connect customers and suppliers.
- Support development of procurement documentation as required.
Minimum Requirements
- BA/BS Degree in relevant discipline is preferred. Exceptional technical skills and experience may be considered in lieu of the degree requirement.
- >5-years with Tri-Service (USN, USMC, and USCG) Maritime operations
- >5-years with Program Management (balancing stakeholder equities, managing/leading geographically diverse workforce, etc.)
- Top-Secret (SCI) Clearance.
- Ability to work on-site at Naval Air Station (NAS) Patuxent River, MD.
- Remote work may be available 1-2 days per week.
Helpful Qualifications
- Advanced-level understanding of Project Management.
- Experience applying project management services on large complex DoD programs.
- Experience with commodity programs involving software development.
- Knowledge of or experience with mission-management products and industrial base.
