Job Description
The incumbent will serve as a Financial Analyst for the NAVAIR Government Client Integrated Product Team (IPT). As a Financial Analyst, the incumbent assists the Government Client IPT Leads (IPTLs) in planning, budgeting, scheduling, and executing the acquisition and full-spectrum lifecycle support of Intelligence, Surveillance, Reconnaissance (ISR) capabilities within the program portfolio. These are highly complex systems that span multiple phases and involve other IPTs, Naval Aviation (NAVAIR) Program Offices (PMAs), Department of Defense (DoD), and U.S. Government Agencies. The incumbent will have knowledge of DoD 5000.2 processes, gates, and milestones. The incumbent will apply a variety of techniques and methods to address broad ranging problems associated with complex procurement issues and provide Program Managers with valid and timely data and guidance needed for responsible decision-making.
Responsibilities
- Analyze customer requirements, create development strategies, estimate costs, devise procurement plans and establish schedules. Foster communications among customers and contractors to align expectations.
- Prepare, coordinate, and route acquisition documentation, to include:
- Acquisition Plans (AP)
- Justification and Approvals (J&A)
- Procurement Initiation Documents (PID)
- Requirements Documentation – Technical Specifications, Statements of Work (SOW), Contract Data Requirements Lists (CDRLs), Request for Proposals (RFPs), etc. – required for the successful execution of Government IPT efforts. Provide inputs to Program as needed for acquisition reports such as Defense Acquisition Executive Summary (DAES) and Selected Acquisition Report (SAR).
- Coordinate, enter, and update Spend Plan IDentification (SPID) information into the Common Spend Plan Tool (CSPT). Support the Government IPT at Spend Plan reviews with Leadership, as needed.
- Ensure all Government IPT contracting steps are properly scheduled and carried out through close coordination with the contracting activity. Attend contract status meetings with Leadership.
- Analyze Earned Value Management (EVM) data and identify corrective actions for cost and schedule.
- Develop and provide program information and briefs as requested to convey program status. Assemble required briefs and impact statements in support of Program Objectives Memorandum (POM) / Program Requirements Review (PRR) and funding request processes. Assist the Government IPTLs in day-to-day management, execution, and resolution of all acquisition/financial efforts/issues including administrative requirements such as meeting invitations, travel justification, staffing requirements, etc.
- Manage the review/approval of all Government contract deliverables, coordinate the program management, engineering, training and logistics review of all deliverables and provide acceptance/rejection to the Government Contracting Officer for action.
Minimum Requirements
- BA/BS Degree in relevant discipline is preferred. Exceptional technical skills and experience may be considered in lieu of the degree requirement.
- >3-years with Acquisition Documentation (AP, J&A, PID, SOW, CDRL, RFP, IGCE, etc.).
- >2-years with Common Spend Plan Tool (CSPT) / Spend Plan IDentification (SPID) information.
- >1-year with Acquisition Program Health Monitor (APHM).
- Secret Clearance.
- Ability to work on-site at Naval Air Station (NAS) Patuxent River, MD.
- Remote work may be available 1-2 days per week.
