Salary Range: $39,628.00-$48,120.00
General Statement of Duties:
The Director of Transportation Services is responsible for overseeing all aspects of the transportation system for human service agencies, Medicaid Brokers, and the general public in Caswell County. This includes grant administration, program development, training, fleet management, maintenance oversight, personnel management, and reporting. The Director ensures the efficient, safe, and compliant operation of transportation services in accordance with local, state, and federal guidelines.
Major Responsibilities:
- Transportation Program Management:
- Administer and manage human service agency and general public transportation services in Caswell County, ensuring smooth and efficient operations.
- Develop and implement monitoring and evaluation procedures to ensure proper vehicle assignment to participating agencies.
- Complete state and/or federal statistical reports related to transportation services.
- Grant Management:
- Prepare and submit applications for Community Transportation Program (CTP) and Rural Operating Assistance Program (ROAP) grants, ensuring compliance with funding requirements.
- Prepare the annual capital improvements schedule for the transportation system and track expenditures to stay within budget.
- Monitor and manage the transportation system's budget, recommending actions as necessary to ensure proper allocation of resources.
- Fleet and Vehicle Maintenance:
- Develop vehicle specifications and equipment requirements, working with state agencies to ensure the fleet is adequately supported and maintained.
- Monitor vehicle utilization using uniform reporting systems and ensure that preventive maintenance standards are adhered to by the agency.
- Personnel and Training:
- Oversee the recruitment, hiring, and training of qualified transportation personnel. This includes conducting interviews, and making hiring recommendations.
- Supervise and evaluate the performance of personnel in the Caswell County Area Transportation System, ensuring adherence to safety protocols and operational standards.
- Provide ongoing technical assistance to the agency, including support in route and schedule development.
- Coordination and Communication:
- Maintain active relationships with local service providers (both public and private) to ensure coordination of transportation efforts among all participating agencies.
- Serve as the liaison to the Transportation Advisory Board, attending meetings and providing regular updates.
- Communicate regularly with participating agencies, ensuring transparency and collaboration in transportation operations.
- Policy Development:
- Develop and enforce policies and procedures for transportation drivers regarding client transportation and vehicle emergency protocols, ensuring compliance with all applicable standards (federal, state, local).
- Oversee the preparation of Transportation Board agendas and compile board information packages/reports.
- Safety and Compliance:
- Administer DOT drug and alcohol testing policies, ensuring that all staff undergo required testing (pre-employment, random, reasonable suspicion, post-accident).
- Ensure compliance with safety-sensitive position regulations and other pertinent safety protocols in accordance with federal, state, and local laws.
- Other Duties:
- Perform other duties as assigned by the manager or relevant authorities to support the transportation system’s mission and operations.
Knowledge, Skills, and Abilities:
- General Knowledge:
- Strong understanding of office procedures, transportation regulations, and grant-writing concepts.
- Knowledge of federal, state, and local transportation policies, rules, and regulations.
- Familiarity with OSHA safety requirements and procedures.
- Considerable knowledge of transit operations and administrative functions
- Knowledge of the geography of Caswell County and surrounding counties
- Skills:
- Strong organizational, planning, and supervisory skills with the ability to manage multiple projects simultaneously.
- Ability to exercise judgment in organizing, formatting, and drafting materials from a variety of sources.
- Proficient in computer applications, including spreadsheet programs (e.g., Microsoft Excel, Word, Access).
- Ability to work collaboratively with local agencies, community organizations, and government bodies.

- Physical Requirements:
- Must be able to physically perform basic life functions of stooping, kneeling, crouching, reaching, pulling, pushing, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
- Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to assist physically disabled riders.
- Must possess the visual acuity to prepare and analyze data and statistics, perform accounting tasks, operate a computer terminal and read extensively.
- Other Requirements:
- Valid North Carolina (NC) driver’s license.
Education and Experience:
- Education:
- Bachelor’s degree in logistics, transportation, business management, human services, or a related field is preferred.
- Experience:
- At least two years of experience in transportation planning, management, or supervisory roles, with demonstrated knowledge of transportation systems and human service agency operations.
- Alternatively, an equivalent combination of related coursework, experience, and training may be considered.
