Position Summary:
We are seeking a highly skilled and experienced Director of Human Resources to lead and support the HR operations of a rapidly growing cannabis retail company with 30 dispensaries and expanding operations. This position will play a critical role in managing union labor relations, employee relations, employee investigations, benefits administration, and ensuring compliance with California and federal labor laws. The Director of Human Resources will oversee the human resources team, providing guidance and support to ensure the delivery of high-quality HR services across the organization.
The ideal candidate will have significant expertise in managing unionized workforces, resolving complex workplace issues, and implementing HR strategies that align with organizational goals. This role requires a proactive leader capable of building relationships across all levels of the organization, driving compliance initiatives, and enhancing employee engagement and performance.
Key Responsibilities
Leadership & Team Management
- Oversee and provide mentorship to the HR team, ensuring they are equipped to handle day-to-day operations and deliver high-quality support.
- Foster a collaborative and inclusive HR team environment, promoting professional development and cross-functional teamwork.
- Develop and implement strategic HR initiatives in alignment with organizational objectives.
Union Labor Relations
- Serve as the primary point of contact for union representatives, maintaining effective labor- management communication.
- Support collective bargaining negotiations and ensure compliance with collective bargaining agreements (CBAs).
- Address grievances, mediate disputes, and provide guidance to management on union-related matters.
- Develop strategies to maintain positive labor relations and minimize potential labor disputes.
Employee Relations & Investigations
- Oversee and resolve complex employee relations issues, including disciplinary actions, grievances, and workplace conflict resolution.
- Conduct thorough and impartial investigations into workplace concerns, ensuring compliance with legal and organizational standards.
- Partner with management to address employee performance and workplace concerns
effectively and professionally.
Benefits Administration & ACA Compliance
- Manage benefits programs, including health, retirement, and wellness plans, ensuring compliance with ACA and other applicable regulations for both union and non-union employees.
- Lead open enrollment processes, educating employees about benefits options and ensuring seamless enrollment.
- Evaluate and implement cost-effective benefits programs in collaboration with brokers and vendors.
Compliance with Labor Laws
- Ensure full compliance with federal, state, and local labor laws, including wage and hour
regulations, FMLA, CFRA, ADA, and EEO requirements.
- Monitor legislative updates and proactively adapt policies and practices to maintain compliance.
- Act as a subject matter expert, providing guidance to leadership and staff on labor law compliance and best practices.
Policy Development & Training
- Create, update, and implement HR policies, employee handbooks, and procedures to ensure legal compliance and alignment with organizational values.
- Design and deliver training programs for managers and employees on workplace compliance, performance management, and leadership development.
Qualifications
Education:
- Bachelor’s degree in Human Resources, Business Administration, or a related field of education and 10 years of experience
- Master’s degree or HR certification (e.g., SPHR, SHRM-SCP) strongly preferred.
Experience:
- Minimum of 10 years of progressive HR experience, including at least 5 years in a leadership role.
- Extensive experience in union labor relations, including contract negotiations and grievance resolution.
- Proven expertise in employee relations, conducting investigations, and resolving workplace disputes.
- Strong knowledge of ACA rules, benefits administration, and compliance.
- Comprehensive understanding of California and federal labor laws, including wage and hour regulations.
