What are the responsibilities and job description for the Personal Property Appraiser position at Catawba County Government?
Catawba County Tax Administration is recruiting an individual who is self-motivated, detail oriented, and has the ability to work well independently to fill the role of a Personal Property Appraiser. In this position you will research, compile, and summarize statistical data to assess all personal property at its true market value while providing excellent customer service to the public.
- Responsible for discovering, appraising, auditing, and assessing all taxable personal property physically located in Catawba County, which includes physical canvasing of Catawba County’s Mobile Home Parks, Campgrounds, Marinas and Airfields.
- Perform data entry, compile reports, prepare correspondences, and maintain records in various database systems.
- Provide guidance to taxpayers and other tax professionals on listings, audits, and appeal processes for all types of personal property via phone, in-person, or by electronic correspondence.
- Canvassing to build productive relationships with owners of Catawba County’s Mobile Home Parks, Campgrounds, Marinas and Airfields to ensure all personal property is listed appropriately.
- Work with other team members to strategize, plan, create, modify and implement processes.
- Confer with appraisers in other North Carolina counties to resolve tax disputes in regards to request made by taxpayers for refund or release.
- Defend all personal property values to taxpayers, and local Board of Equalization and Review.
- Graduation from High School and four years of accounting/clerical experience or business/personal property appraisal experience, preferably in a tax office; OR
- Graduation from High School and three years of accounting/clerical experience or business/personal property appraisal experience, including 1 year of experience in a tax office; OR
- Associate’s degree in Business Administration or Accounting and 2 years of accounting/clerical experience or business/personal property appraisal experience, preferably in a tax office; OR
- Bachelor’s degree in Business Administration or Accounting and 1 year of accounting/clerical experience or business/personal property appraisal experience, preferably in a tax office
Special Requirement:
- Must be certified as a County Personal Property Appraiser within two years of hire.
Additional Requirements:
- A valid driver’s license with a safe driving record
- Ability to work independently, multi-task, remain organized, and meet deadlines.
- Strong mathematical skills
- Advanced computer skills, including experience in Excel spreadsheet creation and manipulation (i.e. sorting, filtering and formulas) Word, and Mail Merge.
- Excellent public relations, communication, and interpersonal skills
- High level of detail orientation
- Capacity to problem solve with customers and effectively resolve issues
- This is considered light work; requiring ability to lift up to 15 pounds.
