Position Description
Catawba County Public Health is recruiting a highly motivated individual with strong analytical and presentation skills. This position will coordinate the utilization of data which measures program populations, progress and outcomes. In this position, you will have access to current technology and monitoring systems for data gathering, sharing, analysis, and reporting. Through data analysis, you will have the opportunity to assist program management and staff with developing, applying, and analyzing program evaluation methods; assuring agency-wide continuous quality improvement
Responsibilities
- Gather, analyze, and report data relevant to Public Health outcomes, initiatives, and community projects
- Implement and guide internal and external data gathering systems and methods
- Develop and monitor internal and external data systems and resources to support program needs across all service areas
- Utilize data to assess population health, determine needs, define target populations and measure outcomes
- Prepare and publish reports, presentations, public-friendly materials and other communications related to internal and external data analysis and assessment
- Support Health Promotion with data collection and analysis supporting Community Health Assessment and Community Health Improvement Plan coordination
- Assist with coordination of the Community Health Assessment (CHA) every three years, which includes gathering / analyzing data, assessing priorities, and presenting results
- Establish / implement evaluation methodologies and processes to assist program managers / staff with measurement of program outcomes with the appropriate use of data across all service areas
- Support organizational performance improvement efforts and priorities as outlined in the agency's strategic plan
- Work with Public Health Leadership to standardize performance improvement monitoring
- Work across program areas to identify opportunities for performance improvement and support efforts to implement improvements
- Advise area leadership on program evaluation standards, practices, and processes
- Provide leadership to CCPH staff to develop relevant outcomes, determine effective measures, evaluate results, design reporting tools / methods, and identify strategic and tactical actions needed to improve or to continue to accomplish goals / outcomes
- Assist with reporting outcomes to the County Managers office quarterly
- Collect monthly and quarterly data for analyzing and inputting into Data collection tool such as PowerBI
- Assist with developing a Year-End Impact Report for Public Health
Qualifications
Master's degree in Public Health Administration, Public Administration, or Business Administration with 2 years of experience in quality assurance and quality improvement, preferably in a public health or health care agency; ORBachelor's degree in Public Health Administration, Public Administration, Business Administration, or related degree and 3 years of experience in quality assurance, preferably in a public health or health care agencyAdditional Requirements :

Employee Health Clinic (EHC) : An employee medical clinic, available to all County employees, which operates 40 hours a week. Acute care available to employee's children ages 5-17 regardless of health insurance coverage and for employee's adult children (ages 18-26) or employee's spouse if covered on the county's health insurance.Wellness : The County recognizes the importance of our health and well-being. Local Governmental Employees Retirement System : For employees assigned to work 20 hours per week or more in a benefitted position, participation in this program is automatic. Employees contribute 6% of their salary, which is tax deferred. After (5) years of creditable service, you become fully vested in the retirement system. Employees may also take advantage of individual and group retirement counseling through the Human Resources department.401K : The County provides a 2% contribution plus an additional 1% match (up to 3% total contribution by the County). Our sworn law enforcement officers receive a flat 5% contribution to their 401k.Other Tax Deferred Programs : Other tax-sheltering programs are available through IRS Code 125 (Cafeteria Plan), and a 457 supplemental retirement plan (Deferred Compensation).Longevity Pay : After 5 years of creditable service, employees receive an annual longevity payment that is paid every year thereafter.
