JOB DESCRIPTION:

The Chief of Staff serves as the primary strategic advisor to the Executive Committee, overseeing the implementation of organizational changes and operational improvements. position provides critical advice and recommendations to the Executive Committee. The Chief of Staff is responsible for driving efficiency, fostering collaboration across all departments and Tribal entities, and ensuring the Tribal government’s operations align with the tribe's vision and strategic priorities. This role requires the highest standards of confidentiality and eligibility for a gaming license, This position is primarily office-based, with occasional travel to Tribal Communities and/or Events.

This position is responsible to and subject to the CIN Personnel Policies and Procedures Manual.

ESSENTIAL DUTIES

1. Organizational Development and Change Management

· Lead the design and implementation of organizational changes, including updating the organizational chart, job descriptions, and reporting structures to improve efficiency and accountability.

· Develop and revise policies, procedures, and processes to align with best practices and Tribal values.

· Introduce and manage tools and systems for streamlined workflow and decision-making.

2. Audits and Compliance Oversight

· Conduct regular desk audits to evaluate:

· Accuracy and relevance of job descriptions.

· Efficiency and productivity of roles and responsibilities.

· Opportunities to consolidate or restructure positions to improve overall performance.

· Provide detailed recommendations to address inefficiencies and implement changes that enhance departmental and organizational productivity.

· Oversee third-party audits, including financial, operational, and compliance audits, to ensure transparency and adherence to Tribal, state, and federal regulations.

· Manage relationships with third-party service providers and evaluate the quality and efficiency of their services.

· Address and resolve audit findings, making recommendations for corrective actions and improvements.

3. Key Performance Indicators (KPI’s) and Accountability

· Collaborate with department heads to establish clear KPIs that align with strategic goals and track progress.

· Regularly review and analyze performance data to ensure goals are met and provide recommendations for improvement.

· Implement systems to monitor, report, and communicate departmental and organizational performance.

4. Interdepartmental and Tribal Entity Coordination

· Serve as the liaison between the Chief, Executive Committee, and all Tribal departments, enterprises, and entities to ensure clear communication and alignment of priorities.

· Work in collaboration with the Tribal Administrator and each department and Tribal entity to:

i. Identify inefficiencies and gaps in operations.

ii. Develop and implement solutions that enhance efficiency and service delivery.

iii. Ensure collaboration and consistency across all areas of the Tribal government and its entities.

iv. Facilitate cross-departmental and entity collaboration to address challenges, optimize resources, and achieve unified Tribal objectives.

5. Strategic Planning and Implementation

· Assist the Executive Committee in the development and execution of long-term strategies, annual plans, and special projects.

· Provide strategic advice and recommendations to the Executive Committee to inform decision-making and policy direction.

· Drive initiatives that promote innovation, efficiency, and service delivery to Tribal citizens.

· Ensure that plans are implemented effectively, and milestones are achieved on time and within budget.

6. Confidentiality and Compliance

· Uphold the highest level of confidentiality and integrity in all matters, particularly those involving sensitive Tribal operations, financial information, or government strategies.

· Ensure all operations and communications comply with Tribal, state, and federal regulations.

7. Executive Support and Advisory

· Provide high-level administrative and strategic support to the Chief, including ensuring the management of schedules, meetings, and communications are effectively coordinated.

· Prepare reports, presentations, and briefings for internal and external stakeholders.

· Advise the Executive Committee on operational and organizational matters, presenting recommendations and solutions to enhance efficiency and effectiveness.

MINIMUM REQUIREMENTS

· Bachelor’s degree in business administration, Public Administration, Organizational Development, or a related field

· A combination of education and relevant experience will be considered for highly qualified candidates.

· At least 5 to 7 years of strategic leadership experience, preferably in Tribal governance, government operations, government contracting, or organizational management.

· Willingness to work long hours, attend evening or weekend meetings, and handle high-pressure situations.

· Be able to obtain and retain a Tribal gaming license.

· This position may require up to 50% travel, with the possibility of short notice.

DESIRABLE QUALIFICATIONS, KNOWLEDGE SKILLS AND ABILITIES

· Ability to obtain and maintain Tribal gaming license.

· Demonstrated experience in policy development, organizational change, performance management, and audit oversight.

· Exceptional interpersonal, communication, and leadership skills.

· Strong analytical and problem-solving abilities with a focus on results.
