For over 125 years, Catholic Charities Brooklyn and Queens has been providing quality social services to the neighborhoods of Brooklyn and Queens and currently offers 160-plus programs and services for children, youth, adults, seniors, and those struggling with mental illness.
Our residential housing programs serve clients with a variety of needs, including those who are formerly homeless and those struggling with mental illness.
STATEMENT OF THE JOB
The Assistant Director for Supportive Housing is responsible for facilitating and directing a team approach to coordinate the operations of real estate and property management for the Supported Housing portfolio of housing buildings managed by POP Management. The Assistant Director is responsible to ensure that all tenants meet regulatory requirements, including LIHTC, HOME, as well as ensuring buildings are physically maintained in compliance with all regulatory agencies, including HPD, Division of Housing & Community Renewal (DHCR), and other applicable building and fire codes. In addition, the position ensures that the programs meet contractual obligations with Human Resources Administration (HRA) and, through coordination with CCNS, Department of Health and Mental Hygiene. The position is responsible for operating the designated buildings within budget. The position is the leader for ensuring all supports (facilities, fiscal, compliance & tenant support services) are appropriately engaged by POP Management as well as the wider CCBQ Agency network.
The Assistant Director will ensure the Agency Mission and Strategic Goals are upheld and modeled for other staff, while also promoted to tenants and the broader community in which our programs work. The agency has embraced the concept of a full system of care for all consumers of service. This requires that all staff assess the tenant's needs holistically and see it's as their responsibility to connect the tenant with services needed-internal or external to the agency, regardless of the door through which the consumer enters the system.
- Facilitate and enhance a team approach to coordinate the operation and integration of real estate / occupancy, fiscal, social service and maintenance delivery systems to ensure optimum tenant living environment.
- Actively maintain communication with field and central office staff to ensure service delivery is compliant with regulatory agencies, government regulations and Agency mission.
- Supervise field staff members and coordinate with compliance and fiscal teams to ensure building occupancy in the preparation and submission of monthly rent voucher, tenant re-certifications, tenant waiting lists, initial rent-ups, contract renewals, rent increases, reserve for replacement withdrawals.
- Responsible for ensuring full compliance with agency, fiscal, government and foundation funding source requirements, inclusive of DHCR, HPD and HRA reporting and Annual Compliance Reviews.
- Conduct site assessments and create reports with facilities team to ensure all buildings under the Assistant Director's responsibility are properly maintained and the facility needs at sites are appropriately noted, planned for and addressed.
- Respond to violations and other facility inquiries.
- Ensure all purchases are completed within budget and are processed in a timely manner per Agency procedures.
- Ensure occupancy remains at or above agency standard and that the timely implementation of all aspects of the occupancy cycle, inclusive of unit inspections, apartment availability, interviewing of tenants, required documentation, and certification and tenant selection take place.
- Assist in the development of responses to DHCR, tax credit and other compliance visits in Coordination with the Property Manager and Central Administration.
- Collaborate with Catholic Charities Management and agency support departments fostering integrated service delivery system.
