POSITION SUMMARY:
This is an exempt position that will be responsible for the training, and oversight of the Case Manager’s at the program. This position works in conjunction with other positions at the program using a multidisciplinary approach for the provision of services. This position is responsible for performing continuous quality assurance checks to ensure case management and reunification services are occurring in an accurate and timely manner. The program operates twenty-four hours a day, seven days a week, and activities completed in accordance with agency policy and procedures, Office of Refugee Resettlement, federal, state and local laws, accreditation standards, other regulatory guidelines and tenants of the Catholic Faith. Incumbent in this position demonstrates sensitivity to the service population’s cultural and socioeconomic characteristics
Duties & Responsibilities:
Operations:
• Assigns cases to the Case Management team
• Monitors to ensure compliance with weekly status update meetings are held by the case managers.
• Coordinate and attends weekly staffing with key staff from all service components to review clients’ progress/compliance provides weekly status updates to the unaccompanied alien child’s Case Coordinator and ORR/FFS on the progress in achieving a safe and timely release with family members as well as potential challenges that may delay a release.
• Makes recommendations for Home Study, referral to Foster Care, Follow-up services, return to home country, or release recommendation.
• Conducts ongoing audits to ensure compliance with all needed services leading to discharge planning.
• Communicates and collaboratively works with ORR, legal service providers and other service areas (medical, clinical) staff to ensure adequate services are being provided.
Service Delivery:
• Maintain caseload as needed.
• Works together with the case managers to ensure appropriate and accurate services are provided and documented in a timely manner that complies with regulatory body requires.
• Work together with other department to ensure safe and timely reunifications.
• Participates in staffing to determine a minor’s supervision needs, as well as step up services.
Discharge:
• Reviews and approves reunification packets to be submitted to the GDIT Case Coordinator.
• Ensures weekly 20% discharge rate. Submits timely and accurate Reunification packet to GDIT Case Coordinator.
• Coordinates the safe and timely release of the minor with approved sponsor.
Documentation, Monitoring and Reporting:
• Conduct audits to ensure timely and accurate filing and uploading of documents in the portal system according to timeframes specified by ORR, Catholic Charities and COA Accreditation.
• Conduct continuous quality assurance hard file and portal reviews assuring documentation meets required standards by Catholic Charities, DCF, COA and ORR.
• Responsible to review reunification packages for submission to ORR and assuring accuracy of information.
• Provide documentation for PQI and ORR reports as well as daily census if needed.
Human Resource Management
• Provides supervision, direction, and support to case management team.
• Ensures that staff receives required training and professional development within the specified time frames.
• Conducts performance evaluations and/or improvement plans for all staff directly under his/her direct supervision.
• Reviews and approves performance evaluations and/or improvement plans for all staff directly under his/her direct supervision.
Risk Management and Quality Assurance:
• Performs PQI functions as assigned by Supervisor.
• Participates monthly in the fire drill
• Timely and accurately submit Unusual Incident Reports and include all relevant documentation required by regulatory bodies.
• Must be available to work beyond your regular schedule in crisis situations or if there is a declared agency emergency.
Additional Duties:
• Participates in all related trainings, in-services, and staff meetings as required by COA and funding /licensing sources.
• Attends mandatory conferences and trainings as scheduled for professional development.
• Incumbent will comply with all policies, procedures and requirements necessary to perform the functions of this position.
• Ability to work a flexible schedule including early mornings, late evenings and some weekends.
• On call 24 hours 7 days a week unless otherwise specified by supervisor.
• Performs other duties as assigned by supervisor.
Physical Demands:
• The work is usually sedentary, but may require long periods of standing, walking and /or bending and some light lifting. The work is mostly performed in a secure office setting.
• Travels local and out of state if necessary
Educational & Experiential Requirements:
• Master's degree in the behavioral sciences, human services or social services fields or bachelor's degree and at least 3 years progressive employment experience that demonstrates supervisory and case management experience.
• 1-year supervisory experience required
• Bilingual English/Spanish preferred
