The Director, HOPWA is responsible for the programmatic, talent development, and fiscal oversight of the HOPWA Program. The Director will work closely with Housing Services Program leadership to ensure provision of high quality, standardized services that are in compliance with applicable policies, best practices and regulations, and consistent with the agency’s holistic, client-centered approach to service delivery, and will create an environment where department staff are supported and accountable as they pursue the agency’s vision and mission in a manner that is informed by its core values.

 

What you Deliver

  • Develop and implement a strategic vision for the HOPWA programs, aligning with the organization's mission and goals. Provide visionary leadership to the team and ensure that program initiatives are innovative, evidence-based, and responsive to the evolving needs of the community.
  • Direct, organize, coordinate, and oversee the functions of the program. Work closely with department leadership to recruit, hire, and manage staff to meet program targets and ensure high quality of service delivery.
  • Oversee and provide guidance to program staff to ensure effective service delivery. Foster a culture of collaboration, professionalism, and continuous improvement within the team. Conduct regular performance evaluations and professional development planning for direct reports.
  • Lead the development and implementation of comprehensive housing service programs in accordance with HOPWA guidelines and regulations. Collaborate with program supervisors to design and refine service delivery models that meet the unique needs of the clients.
  • Develop, manage, and monitor the annual program budget, ensuring financial sustainability and compliance with funding requirements. Work closely with finance, administrative teams and Vice President, Housing to provide accurate and timely financial reports to senior management and funding agencies.
  • Ensure that program adhere to all funder, federal, state, and local regulations and maintain high standards of service quality. Implement continuous quality improvement measures, including regular audits and evaluations, to enhance program effectiveness.
  • Build and maintain positive relationships with community partners, government agencies, and other stakeholders to facilitate collaboration in delivery of client services and advocacy for needed programs and services.
  • Represent the organization in relevant forums, conferences, and collaborations to promote awareness and advocate for the housing needs of individuals with HIV/AIDS.
  • Develop and update program policies and procedures in alignment with the program guidelines, Funder and Agency goals.
  • Demonstrate a deep understanding of the EMPath case management model and its application in addressing the unique needs of our client populations. Integrate EMPath strategies into daily interactions, empowering clients to set and achieve housing stability goals.
  • Oversee development of qualitative service objectives, goals and outcomes, including work plans, budgets, and logic models. Ensure timely and accurate completion of all internal and external reports.
  • Represent agency at civic, professional, and public meetings to promote awareness of agency services and successes.
  • Perform other duties as assigned.

 

Qualifications


The Expertise We're Looking For

  • Bachelor's Degree in Social Work or related field
  • Five (5) years of experience in social service or similar setting
  • Three (3) years in a management role

  • Knowledge of leadership principles and best practices.
  • Strong verbal and written communication skills, and ability to influence others.
  • Ability to work under stress and meet deadlines.
  • Ability to handle and maintain confidential information.
  • Nonprofit experience is preferred, but not required.
  • Experience with applicable software e.g. MS Office Suite (Word, Excel, Access).
  • Ability to apply EMPath methodologies to enhance client outcomes and program effectiveness.
