TITLE AND CLASSIFICATION:
Coordinated Entry System (CES) Administrator
Non-Exempt (Hourly) 100% Grant Funded
SUMMARY: Under general supervision of the Program Director of Southeast Kansas, the
Coordinated Entry System Administrator will support Homeless Management Information System (HMIS)/CES partnering agencies with housing referrals, data entry and system use within the Bitfocus Clarity Human Services system. The CES Admin will ensure the agencies using the system have the support and resources necessary to enter, record and report data as needed. The position will assist in building collaboration between partners to assess and refer households with housing and service providers.
ACCOUNTABILITIES:
Ensure the provision of direct Coordinated Entry advocacy, marketing and referral services to eligible recipients as defined by HUD Continuum of Care interim rule and Special COC NOFO.
EDUCATION: Required: Bachelor’s degree in human services or experience in the social work field. Preference to applicants possessing degree in social work, sociology or psychology.
CERTIFICATION, REGISTRATION, OR LICENSE:
Class C driver’s license, personal motor vehicle, and personal motor vehicle insurance required.
EXPERIENCE: Minimum of two years professional experience in housing, employment or social work and success working with low-income, disabled, economically disadvantaged families required. Preference will be given to applicants who have work experience. Minimum of 2 years of experience with data entry, data analysis, or related professional experience.
SKILLS AND ABILITIES: Demonstrated competency in use of personal computer via mouse and keyboard, familiarity with Windows and Microsoft products. Preference will be given for applicants who have Knowledge of homeless issues and concerns.
EXPOSURES: Controlled inside work environment with noise/vibrations from general office equipment. Minimal exposure to fumes/dust/odors.
PHYSICAL DEMANDS: Work Type: Light, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Climbing/Balancing/Freedom to Move: May be assigned to multilevel building with some floors accessible by stairs only. Minimal required to move about office. Sit about 85 percent of time.
Stooping/Bending: Minimal.
Reaching: Occasional, overhead as well as horizontal and down.

- Oversee and support end-user duties of the CES portion of the HMIS System within Clarity
- Supporting the data and strategy needs of the Kansas Balance of State Continuum of Care and the Kansas Statewide Homeless Coalition.
- Conduct assessments with households experiencing homelessness and those at risk of homelessness.
- Provide support for all elements CES and HMIS systems.
- Provide ongoing and intensive technical assistance to HMIS and CES participating agencies.
- Assist with sending and tracking CES referrals.
- Determine housing outcome report for participating agencies after client exits to determine the effectiveness of CES referrals.
- Work to coordinate integration, data capturing, and necessary reporting between various HMIS and other data systems.
- Respond to Help Desk Tickets in a timely manner.
- Attend regional and statewide Case Conferencing Meetings to provide CES assistance and guidance.
- Support implementation of CES Policies and Procedures within the KS BOS Regions and report needed policy revisions to supervisor(s).
- Assist regions and CES participating agencies with duties as needed.
- Provide training and other information to support end-user success in the CES/HMIS system.
- Appropriately market the CES programming throughout Region 8 of the KS BOS COC also known as Southeast Kansas.
- Connect households with community resources, mainstream benefits and provide behavioral health referrals.
- Performs other related assigned duties.
