PROGRAM DESCRIPTION:

The King County Housing and Essential Needs (HEN) program at Catholic Community Services (CCS) provides rent and utility assistance, bus passes, and essential needs products to vulnerable, disabled adults who are experiencing housing instability. Over 4,000 people are currently being served in some capacity by HEN King County through a staff of 50, with dozens of new people added onto a rental interest list every week. The program has Rental Assistance and Homeless Services case management teams, a team of resource specialists that respond to the HEN Resource Line, an ORCA Lift program that provides free annual bus passes, and an Essential Needs team that creates hundreds of health & hygiene bags each month. The program operates out of the Randolph Carter Center (RCC) and Phoenix Center (Phoenix) in central Seattle as well as two CCS family centers in Kent and Federal Way. HEN is a statewide program; eligibility is determined through DSHS and CCS is contracted through King County to deliver the services throughout the county.

POSITION DESCRIPTION:

The HEN Director is responsible for the overall management of multiple programs/contracts with a net worth of over 25 million dollars annually. The Director is responsible for contract compliance, staff training and supervision, preparing and managing program budgets, funding applications, maintaining relationships with contract monitors and internal and external partnerships, and providing leadership on all policies and procedures.

The Director also take a lead role in exploring new partnerships and contracts to expand programming to fit the need of the clients and improve the efficiency and effectiveness of the program. This includes internal program integration at CCS as well as working to integrate services within the local homeless management system, mental health system and other systems as relevant. This requires managing many relationships with landlords, community leaders, program managers, funders and advocacy groups.

The Director is responsible for representing the agency in advocacy, in particular at a statewide level during the legislative session. This requires being in Olympia for hearings and meetings. It also involves collaborating with agency advocacy leads - such as the Division Director II and other agency leadership – to develop and track legislative policy priorities, especially as related to HEN.

MAJOR DUTIES AND RESPONSIBLITIES:

The Director directly supervises activities related to all programs under HEN including, but not limited to: rental assistance, homeless services, essential needs services, intake and resource referral, case management, transportation services, new programs, and program compliance.

Leadership and Program Development

This position is responsible for providing leadership on the Housing and Essential Needs program and homelessness for single adults in King County and statewide legislative advocacy. This includes managing all aspects of the service provision of the above programs and assisting in new program development and overall program strategy.

  • Oversee the hiring and supervising of all program staff (managers, supervisors, case managers, resource specialists, compliance specialists, assistants, contractors, volunteers).
  • Directly train, supervise and provide performance reviews and professional development opportunities to members of the HEN leadership team.
  • Develop, implement and periodically review and update policies and procedures for current HEN programs and any new programs that may be brought under this position.
  • Assist staff with troubleshooting and resolving client and landlord issues, concerns and grievances as well as providing guidance on policies and procedures.
  • Ensure staff are provided with quality professional development needed to do their jobs, and ensure they attend required trainings.
  • Work with other CCS programs and systems such as Coordinated Entry and Foundational Community Support to ensure clients receive all possible services.
  • Assist with CCS Quality Improvement Committee to provide recommendation to CCS leadership on priority projects for agency.
  • Oversee regular staff and client feedback collection and respond to feedback in timely manner.
  • Oversee Diversity, Equity, Inclusion, and Belonging efforts for the team; participate in overall agency efforts.
  • Attend and participate in agency leadership meetings.

Fiscal/Contract Management:

The HEN Director is responsible for ensuring contract compliance as well as the fiscal health of programs within their supervision. This includes oversight of budget management, grant writing, and government contracts.

  • Prepare and monitor budgets in collaboration with Division Director for programs for over $25 million of annual funding across the programs. This any includes federal, state, county and local government funds which are subject to audit.
  • Monitor government contracts and ensure contract compliance. Meet regularly with contract monitor.
  • Ensure client records meet agency and contract standards; set up system for conducting periodic internal audits and data reviews.
  • Assist programs with record keeping and audit preparation.
  • Manage and enter data on residents into the agency database and the local Homeless Management Information System (HMIS). Produce detailed quarterly and annual demographic and service reports.
  • As relevant, write applications/grants for funding including government, foundation and private sources.
  • Continuously review program budget in order to maximize efficiencies and ensure on track.
  • Prepare and submit monthly invoices to contractors; and follow internal processes.
  • Manage review and approval of daily transaction reports and Accounts Payable requests.

Advocacy:

This position represents CCS King County in the community. This includes managing relationships with multiple local funders, community leaders, and advocacy groups. The Director takes an active role in advocating for services with local, county and state funders.

  • Collaborate with agency advocacy champions to develop and track agency-wide legislative priorities; take lead on efforts related to HEN; encourage staff and clients to participate in advocacy efforts.
  • Travel to the state capitol to advocate for program funding and changes to legislation to benefit clients, participate in public hearings, meetings in conjunction with CCS advocacy leads.
  • Provide guidance to the agency advocacy leads on pending policy that impacts clients, paying particular attention to issues that address systemic racism and structural inequalities.
  • Work closely with Seattle King County Coalition on Homelessness (SKCCH), Poverty Action and Washington Low Income Housing Alliance (WLIHA) on statewide advocacy issues related to clientele.
  • Represent the agency to the local coalitions and planning groups.
  • Present, or arrange for staff to present information about HEN to relevant community partner groups, including DSHS.

Administrative and General Responsibilities

  • Use a strengths-based approach to identify and implement opportunities to develop the team’s knowledge of resources and build skills.
  • Attend trainings required of employees as scheduled.
  • Participate as both leader and team member in staff and supervisory meetings as required.
  • Contribute to and support a positive, team-oriented, anti-racist work environment; participate with other staff members in group decision-making process.
  • Maintain accurate record of hours worked and turn in timesheets on schedule.
  • Ensures client and staff grievances are addressed
  • Handle emergency issues
  • Develop emergency plans for programs.
  • Perform other job-related duties as assigned.

Job Conditions
This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.

  • Regularly able to perform duties as assigned.
MINIMUM QUALIFICATIONS: (Qualifications applicant must possess to be considered for the position.)
  • Bachelor's degree in social services or a related field, or commensurate experience in social services.
  • At least two years of experience in direct provision of social services, preferably with homeless people.
  • Four years of supervisory experience.
  • Minimum 4 years of program management experience that includes budget development, strategic planning. Understanding of problems homeless people often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Excellent written and oral communication.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services.
PREFERRED QUALIFICATIONS:
  • Master’s degree in Social Work or a related field.
  • Experience in social service administration and supervision.
  • Fluency in Spanish.
