Tuesday 9 am – 5 pm
Wednesday 10 am – 6 pm
Thursday 9 am – 5 pm
Friday 9 am – 5 pm
Saturday 10 am – 6 pm


PROGRAM DESCRIPTION:

The Inn Shelter Program provides 24/7 enhanced shelter and related services for adults experiencing homelessness. Referrals to the program come from King County Coordinated Entry and Evergreen Treatment Services REACH program. The Inn is a low-barrier, harm reduction program that serves high-needs adults who are eligible for permanent supportive housing. Many clients have chronic and acute mental illness, active addiction issues, and histories of trauma. By offering trauma-informed, client-centered services, The Inn works to stabilize program participants and move them quickly into permanent supportive housing.

POSITION DESCRIPTION:
The Services Manager provides leadership and oversight to the services team, which includes two case managers and student interns. This position requires a comprehensive understanding of the complex needs of adults experiencing chronic homelessness. The successful candidate will be able to balance and prioritize direct client services, program administration, and advocacy in a fluid work environment. The Services Manager assumes the primary leadership role in the absence of the Program Manager.

Responsibilities

Supervisory responsibilities

  • Directly supervise and support two case managers and student interns.
  • Hire, train, schedule and evaluate staff and interns.
  • Support the case management-led activities for residents.
  • Identify and coordinate ongoing training opportunities for Case Managers and Advocates to be more effective in their positions.
  • Stay abreast of programs both within CCS and outside agencies that assist participants in obtaining and maintaining permanent housing. Ensure staff is knowledgeable about these programs and accessing them for clients.

Management responsibilities

  • Serve as a member of The Inn Shelter’s Leadership Team.
  • As part of the Leadership Team, participate in regular on-call rotation of after-hours staff support.
  • Provide consultation and support to staff during crisis intervention.
  • Develop a strong, solution-based culture for the services team.
  • Ensure program meets contract goals – especially in regard to exiting program participants to permanent housing.
  • Manage and enter client data into the program’s internal database and the agency database. Respond to time sensitive requests for corrections to data.
  • Actively engage with staff to identify systemic racism and work with team to address it.

Community responsibilities

  • Manage intake process in coordination with King County CEA Safe Haven referrals.
  • Represent The Inn Shelter at client coordination, shelter referral and other community meetings.
  • Identify and develop advocacy opportunities for staff and program participants.

Client support

  • Mediate problems and concerns as they arise.
  • Audit case notes on a regular basis to ensure uniformity and completeness.
  • Commitment to anti-racist ideology and practice.

Miscellaneous

  • Other duties as assigned.



Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness or are experiencing anger or frustration.

  • Able to hear telephone rings, phone conversation and face-to-face conversation, doorbells and emergency alarms.
  • Able to speak clearly in person and on the telephone.
  • Able to hand write legibly.
  • Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor living spaces and identify concerns that require staff response.
  • Able to sit for sustained periods of time.
  • Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
  • Mobility/dexterity of hands/arms to enable keying into a unit or other locked area as well as using computers and other office equipment.
  • Ability to prioritize multiple tasks, and to work independently and as a team member.
  • Ability to regularly lift and carry up to 20 pounds and occasionally up to 40 pounds.
  • Regularly able to perform duties as assigned.
  • Able to make independent decisions and apply sound judgment in performing job duties.


Minimum Qualifications
(Qualifications applicant must possess to be considered for the position.)

  • Bachelor's degree in social services or a related field, or commensurate experience in social services.
  • At least one year of experience in direct provision of social services, preferably with homeless people.
  • At least one-year supervision experience.
  • An understanding of harm reduction in shelter or housing.
  • Understanding of problems homeless men and women often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Excellent written and oral communication.
  • The schedule is either Sunday – Thursday or Tuesday – Saturday, with two shifts per each week ending at 7pm.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and values of Catholic Community Services.
  • Valid Washington State Driver's License and meet conditions of agency driving policy.
  • Commitment to harm reduction program model.

Preferred Qualifications

  • Master’s degree in Social Work or a related field.
  • Experience in social service administration and supervision.
  • Fluency in Spanish.
  • CPR / First Aid Training.

    (Qualifications, which may be substituted for minimum qualifications.)
    • A combination of education/training, and documented knowledge/skills and experience may in some cases substitute for the BA requirement.
