General Position Summary:
The primary function of the Bilingual Administrative Assistant is to provides essential support to potential, new and existing tenants residing in the Catholic Community Services Foundation Affordable Housing portfolio. Acting as a liaison between tenants, the property management company, and Catholic Community Services Foundation, this position will assist with tenant recruitment, navigating the housing application and recertification process, understanding property management notices and providing excellent customer service. This position requires strong communication skills and close collaboration with Fostering Hope Initiative Resident Services to address tenant support needs and promote a supportive housing experience.

Minimum Qualifications and Experience:
- High School Diploma or equivalent and
- Fluency in spoken and written Spanish, with the ability to read, understand, and effectively communicate in both English and Spanish and
- Reliable transportation, valid Oregon driver’s license (or the ability to obtain a valid Oregon driver’s license within 30 days of hire) with a driving record that permits coverage under the agency’s corporate auto liability policy and personal automobile liability insurance.
Preferred Qualifications and Experience:
- Prior administrative experience.
- Experience in affordable housing programs or property management.
- Familiarity with housing applications, compliance requirements, and tenant services.
- Proficiency in office software (e.g., MS Office Suite).
Required to demonstrate Job Skills, Knowledge, and Abilities:
- Strong verbal and written communication (both English and Spanish), customer service, and interpersonal skills.
- Sensitivity to the challenges faced by tenants in affordable housing programs.
- Ability to manage multiple tasks, maintain accurate records, and prioritize work.
- Maintain confidential information.
- Work with all the people we serve with respect and dignity.
- Maintain computer skills in Microsoft Word, Excel, SharePoint, and other systems as necessary.
Essential Position Functions and Key Work Processes:
- Act as a bilingual (English/Spanish) point of contact between potential, new, and current Spanish-speaking tenants, the property management company, and Catholic Community Services Foundation.
- Work collaboratively with Resident Services staff to support tenant well-being and housing stability.
- Responsible for promotion, marketing, and conducting local outreach efforts to maintain and maximize occupancy rates across the portfolio.
- Assist potential, new and current tenants with understanding and completing initial housing application processes, move-in/move-out processes, and annual recertifications.
- Assist tenants with understanding notices related to tenancy, including but not limited to maintenance, rent adjustments, or lease renewals.
- Assist tenants to schedule maintenance services and communicate follow-up concerns to property management.
- Coordinate communication between property managers, tenants, and Catholic Community Services Foundation.
- Support tenants in resolving tenancy issues by connecting them with available services, including maintenance requests and referrals to FHI Resident Services.
- Assist tenants with understanding and compliance with CCSF Affordable Housing Portfolio, Property Management, and other relevant housing policies and requirements.
- Document translation services provided for tenant interactions in compliance with program policies.
- Handle routine administrative duties such as filing, data entry, and scheduling appointments.
- Actively participate in meetings to provide cultural insights and support inclusive decision-making processes for Limited English Proficiency (LEP) tenants.
- Prepare reports and documentation for management review.
