System Director of Rehabilitation Services

As System Director, holds overall administrative responsibility for the operations of Physical, Occupational and Speech Therapy for Cayuga Health System, which encompasses Cayuga Medical Center, Schuyler Hospital, and Seneca View SNF. The System Director oversees and provides consultative services (as a Subject Matter Expert) for delivery of therapy services on all campus locations. All Schuyler, Seneca View and Cayuga Medical Center inpatient, outpatient and SNF rehabilitation managers report directly to this role. Responsibilities include planning development and operations of rehabilitation therapy services; outreach; leadership of a team of managers, supervisors and staff; capital and operating budgeting; quality management, performance improvement, and regulatory compliance. Works constructively in partnership with the inpatient, outpatient and skilled nursing facility therapy leadership as appropriate. Assists senior leadership in achievement of designated objectives and plans identified in the enterprise strategic planning process. Works collaboratively with CMC SSU Director for CMC IP and PRMU Therapy Services. Also works with other system leaders, staff, department heads, and medical staff. Interacts positively with patients and customers.

Roles and Responsibilities:

Strategic Leadership:

Supports and advances the mission, vision, and values of Cayuga Health.

  • Plans, develops, and implements services that support the patient care efforts of the medical staff, meet enterprise strategic objectives, and are consistent with the enterprise strategic plan.
  • Serves as key executive leader of the outreach component of Outpatient Physical, Occupational and Speech Therapies and assists with marketing, public relations, and business development efforts.
  • Works with service line leadership to identify and secure outreach clients, grow market share and meet service line strategic goals.
  • Collaborates with decision support, to develop and propose pro forma evaluations to Senior Leadership, for planned and contingency capital purchases, and for program and services growth and improvements.

Operations Management:

  • Develops annual operating and capital budgets system wide, supporting rehabilitation system managers in this process.
  • Monitors cost of resources used such as labor, supplies, and contracted services, and maintains efficiency of operations against established or flexible budgets for revenue, expenses, and statistics.
  • Reviews Capital Requests, operational budget purchases and contracts, invoices, and approves for purchase or payment
  • Works constructively with supply chain and finance to optimize purchasing.
  • Assists revenue cycle and information systems teams to maintain accurate billing, coding, chargemaster, and revenue integrity.

Personnel Management:

  • Encourages and enables professional education and development of the team and all department staff
  • Supports and encourages a fair, diverse and inclusive work environment that is respectful of staff abilities, and individual and team contributions.
  • Establishes and uses performance standards used to measure the effectiveness and efficiency of designated personnel.
  • Serves as leader of departmental employee engagement efforts, human resources concerns, recruiting/hiring and staffing, employee evaluations, counseling, and discipline.
  • Assists system managers and supervisor as needed with employee relations, counseling, discipline and employee performance and retention.
  • Supports and encourages Just Culture as a performance improvement tool.

Regulatory, Legal, and Compliance:

  • Maintains compliance in billing and coding, performing denial management and mitigation.
  • Ensures Physical, Occupational and Speech Therapies related activities around the enterprise and in the community are compliant with federal OIG and NYS rules, directives, and opinions.
  • Contributes to development of compliant outreach, related contracts and CON applications.
  • Maintains knowledge of applicable standards of APTA, ASHA, AOTA, NYS DOH, JCAHO, FDA, OSHA and implements safe practices.

Quality, Patient Safety, and Patient Experience:

  • Serves as champion and resource for quality management, performance improvement efforts, workplace safety, and patient experience and patient safety.
  • Encourages use of evidence-based and expert consensus-based clinical guidelines throughout the processes of Physical, Occupational and Speech Therapy.
  • Supports and encourages use of modern quality tools such as Lean and Six Sigma, and best practices from industry organizations such as APTA, AOTA, ASHA.
  • Maintains expert understanding of the quality service indicators and industry benchmarks relevant to this section with a goal of standardization of care, process and protocols.

Required Skills and Experience:

  • Education - Required: Minimum Bachelor's degree with certifications in field of practice.
  • Preferred: Masters or Doctorate in a Physical, Occupational or Speech Therapy field with Board Certification, MS degree in Business, Healthcare Administration, or related field. Equivalent or similar credentials may be acceptable.
  • Experience - Required- 2-year's management experience in a clinical practice, hospital or outpatient or other applicable clinical setting and 2 years' experience supervising, managing, or directing multiple services and teams. Minimum of five years' experience as a Therapist.
  • Knowledge of current delivery and practice models of designated therapies. Preferred: Experience functioning in a matrix management role. Equivalent or similar credentials may be acceptable.
  • Licensure - Preferred: New York State License if background is clinical.
  • Certification- BLS

Physical Requirements:

  • Ability to sit, stand or walk for long periods of time
  • Ability to ambulate from office to exam rooms
  • Repetitive use of hands and fingers (e.g., use of computer keyboard); may require lifting and carrying light loads (up to 50 lbs.)
  • Travel to various patient care and client sites.

Location and Shift Requirements:

  • Onsite at our Main Campus
  • 15% travel
