General Role Description
This position is responsible for the day-to-day operations of Caz Recovery’s Housing and Urban Development (HUD) Scattered Site Housing Program, OASAS Reintegration – Scattered Site Program (a.k.a. Step Toward Success), OASAS Permanent Supportive Housing Program, Social Care Network 1115 Waiver Housing, and Garden Lofts at the Marine Hospital. This senior-level position is responsible for the strategic and operational leadership of these programs, ensuring compliance with funding requirements and quality service delivery to individuals in recovery or those struggling with homelessness.
Essential Duties and Responsibilities
- Provides daily administrative oversight of the Housing programs and Housing staff, as well as Reintegration Scattered-Site programming.
- Assists VP of Housing and Community Services as a contact with HUD Representative, HAWNY, OASAS, and other stakeholders.
- Provides supervisory support to Housing Services Coordinator and Assistant Director of Reintegration Services.
- Remains up to date with regulatory or policy changes that impact program activities, goals, objectives and outcomes, reporting changes to the VP of Housing and Community Services.
- Works alongside VP of Housing and Community Services to evaluate grant/contract data to monitor grant/contract compliance.
- Responsible for data collection and reporting, as well as the integration of information with department personnel.
- Works with Grants and Development Manager and VP of Housing and Community Services to complete HUD applications and related reports.
- Oversees the Housing admissions process, including referrals, eligibility screening, and coordinated entry when applicable.
- Ensures appropriate documentation and data collection for housing stability, service utilization, and other performance indicators.
- Trains staff and ensures compliance with agency policies and procedures.
- Evaluates statistical data inputting by program staff and interaction for accuracy. Must facilitate, train, or re-train staff for inaccurate or poor reporting, primarily in Caz Recovery’s database and BAS-NET.
- Reviews budget, analyzes spending patterns, and brings any concerns or requests to VP of Housing and Community Services. Initiates and/or assists with policy development for grant or contract implementation and effective programmatic operations.
- Conducts regular quality improvement reviews of housing policies and practices and looks for ways to improve program performance.
- Develops and maintains positive working relationships with external stakeholders, including funders, community partners, landlords, and regulatory agencies.
- Maintains identified outcome measures and reports to VP of Housing and Community Services on these regularly.
- Assists Housing and Reintegration Scattered Site staff with the development of educational activities, groups, recreational, social, and other programming that is essential to enhancing resident self-sufficiency.
- Oversees and provides professional development of the Housing and Reintegration Scattered-Site staff.
- Oversees purchases of program supplies for staff and furnishings/appliances for residents.
- Work closely with the VP of Housing and Community Services on strategic planning and development of new housing initiatives.
- Conducts weekly staff meetings and case conferences.
- Is mindful of and integrates Trauma-Informed Care and its five principles in all duties and interactions with fellow staff, residents, and external partners.
- Attends regular community meetings.
Requirements
Qualifications
- Master’s degree in a Social Sciences or Human Services field and a Qualified Health Professional status and three years’ paid work experience Human Services or related field, with preference to experience in substance use treatment. Work experience must include one year of clinical supervisory work experience and one year of administrative work experience including fiscal responsibilities.

- Bachelors’ degree in Social Sciences or Human Services field and a Qualified Health Professional status and five years’ paid work experience in Human Services or related field. Work experience must include two years of clinical supervisory work experience and one year of administrative work experience including fiscal responsibilities.
- In addition, to the qualifications above, a valid New York State driver’s license and reliable transportation is required.
Salary : $70,000 - $75,000
