Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.  

The Blackburn Center is an innovative program that offers integrated housing, health care, and employment services with the long-term goal of eliminating homelessness. We seek to change how these services are delivered to all people, especially vulnerable populations. 

The CVC Liaison leads groups of client volunteers in projects in and around the Portland metropolitan area. The Liaison assists the Manager and Director in identifying and fostering partnerships and opportunities for clients in CCC’s outpatient treatment and housing programs. The Liaison participates in the intake, orientation, assessment and other relevant program processes. He/she offers administrative support, provides client mentoring, project supervision and project related feedback. The Liaison works with CVC staff to assess the effectiveness and quality of work provided by volunteers, offers support, and keeps in close contact with on-site partners to monitor effectiveness of the program.

Location: Blackburn Center (12121 E Burnside St. Portland, OR 97216)

Schedule: Monday-Friday 8:00am-4:30pm

Compensation: Starts at $21.19 /hour

 

MINIMUM QUALIFICATIONS:

  • High school diploma or equivalent. College degree preferred.
  • Community Volunteer Corp program graduate preferred.
  • Experience working with individuals in recovery.
  • Knowledge of Microsoft Office applications and other standard computer programs.
  • Must not be a registered sex offender.
  • Sufficient manual dexterity and physical ability to perform duties and assigned tasks.
  • Must be able to work individually or with a group.
  • Must generally have the ability to regularly bend and turn repetitively, stoop, kneel, squat, twist, reach, pull and lift objects up to 25 pounds and climb stairs, with reasonable or no accommodation.
  • Must be able to work with several different types of equipment.
  • Must possess a current driver’s license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern’s Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must pass pre-employment drug screen and background check. Work on this specific contract prohibits convictions of child or elderly abuse, offenses against persons, sexual offenses, or child neglect.
    • This includes clearance by the DHS Background Check if working in FAN, Blackburn or OTRC Programs
  • May be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must adhere to agency's non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, lifestyles, and sexual orientations, and treat each individual with respect and dignity.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead groups of volunteers on pre-determined projects.
  • Provide constructive feedback to volunteers in regard to performance.
  • Foster positive and supportive relationships with volunteers, partners and the community.
  • Transport volunteers to and from worksites, and maintain (non-mechanical) van.
  • Provide program administrative support.
  • Assist in the recruitment and placement of volunteers.
  • Attend relevant CCC meetings and trainings.
  • Assess and address CVC program needs and concerns in a timely fashion.
  • Assist with volunteer time tracking, data collection and entry.
  • Attend relevant community partnering meetings and partner events.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Gather, edit, and refine program boilerplates and impact data. Help to keep files organized and updated.
  • Adhere to all CCC policies, procedures, and guidelines.
  • Attend all required meetings and trainings.
  • Perform related duties as assigned, within the scope of the role.


SKILLS AND ABILITIES:

  • Demonstrated knowledge of issues relating to homelessness, mental health, addiction and health issues faced by this population.
  • Extremely organized and self-motivated. Excellent written and verbal communication skills. Excellent presentation skills.
  • Ability to work independently. Ability to maintain accurate records and necessary paperwork. Ability to work as a team member with other staff.
  • Ability to learn and apply training instruction. Ability to provide leadership when needed.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Ability to work in an environment and maintain composure where people may be hostile or abusive.
  • Ability to perform with accuracy. Strong attention to detail.
  • Ability to maintain standards of quality and traceability in every aspect of their job.
  • Ability to establish rapport with a variety of volunteers, co-workers, community partners, and the general public.
  • Ability to learn the proper use of equipment and supplies.
  • Ability to communicate in English, both orally and in writing.
  • Ability to comprehend and apply written and oral instruction.
  • High level of organizational and communication skills needed.
  • Ability to prioritize and manage time.
