Position Description: The Public Corruption & Financial Crimes Unit (the “Unit”) is seeking a second chair ASA’s to vertically investigate and prosecute related but not limited to auto thefts, carjacking, identity theft, cybercrimes, violent and property offenses, money laundering, vehicle financing fraud, related crimes, public corruption, and other financial crimes cases.

Working Environment & Reporting Structure: ASAs assigned to the Unit report directly to the Supervisor and Deputy Supervisors of the Unit and will work in conjunction with all members of the Unit.

Duties/Requirements:

The Public Corruption and Financial Crimes Unit of the Special Prosecutions Bureau is seeking an ASAs to join the unit for a grant position related to auto thefts, carjacking, identity theft, cybercrimes, violent and property offenses, money laundering and the financing of vehicle related crimes. ASAs will be working closely with the Secretary of State Police, the Chicago Police Department and the Illinois State Police in a Task Force setting.

ASAs in the Unit conduct aggressive and proactive public corruption and financial crimes investigations. The corruption cases handled by the Unit involve criminal misconduct committed by elected officials and appointed government officials as well as employees of various units and sub-units of state, county and municipal government.

The financial crime cases often involve complex schemes and large monetary losses, including acts of embezzlement, money laundering, cybercrime, intellectual property crime, mortgage fraud, financial institution fraud, insurance fraud, and larger identity theft cases, among many others. The Unit also handles other matters that do not fall within the specific areas of responsibility of other Special Prosecution units.

The Unit also actively provides legal, technical and investigative assistance to federal, state, county and municipal law enforcement agencies. Many federal law enforcement agencies have come to rely upon the Unit for the successful investigation and prosecution of multi-jurisdictional criminal matters. These agencies include the FBI, the U.S. Secret Service, the U.S. Postal Inspection Service, the Internal Revenue Service, U.S. Homeland Security Investigations, United States Department of Agriculture, the FDA as well as Inspectors General from many other state and federal agencies.

Prior financial experience is desired though not required. Competitive ASAs will have a strong interest in investigating and prosecuting financial crime and corruption cases, be committed to attending training programs provided by the Unit to learn the subject matter and be organized self-starters able to lead and manage several complex investigations at once.

Minimum Qualifications:

• Strong, research, writing and oral advocacy skills.
• Strong organizational skills and ability to lead and manage several complex investigations;
• Excellent communication skills and willingness to coordinate with multiple law enforcement agencies;
• Sound judgment, critical thinking, analytical and effective time management skills;
• Must uphold the mission and values of the CCSAO at all times and support fellow ASA in doing the same;
• Commitment to applying a vertical prosecution model including long-term investigations and complex trials with multiple crimes and defendants; and
• Must be highly motivated and have strong leadership skills and the ability to promote team building.
• Problem solving skills
• Understanding and ability to use and apply various databases to synthesize information and develop investigative and prosecutorial strategies
• Outside applicants should have a working knowledge of the criminal justice experience
• Preference given to those with prior experience in prosecution or with a finance/business background
• Minimum of three-years legal experience as a licensed attorney

Working Environment:

In this role, the Assistant State’s Attorney will be assigned to cover geographical areas (i.e. Chicago, Suburban Courthouses, etc.) in Cook County. The Assistant State’s Attorney will be prosecuting under the Criminal Code of the State of Illinois. The Assistant State’s Attorney will be required to manage misdemeanor, felony and traffic caseloads. The Assistant State’s Attorney will also handle preliminary hearings, grand jury indictments, and bond hearings for felony cases. The Assistant State’s Attorney will be expected to work closely with multiple law enforcement agencies and represent the People of the State of Illinois in hearings and trials. The Assistant State’s Attorney must be able to work well with people from diverse communities, work independently, have excellent time management skills and be self-initiating. The Assistant State’s Attorney must be able to effectively communicate the mission and values of the CCSAO to members of the community.

Physical Requirements:

Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
