Overview:
The CDC Foundation seeks a COVID-19 and Other Contracted Public Health Outreach Planner Evaluator III who will support the North Carolina Department of Health and Human Services. This position reports to the Communicable Disease Branch, within the Epidemiology Section of the Division of Public Health. The mission of the Communicable Disease Branch is to conduct surveillance activities and outbreak response for communicable disease, including HIV and other STDs, COVID-19, viral hepatitis, and other diseases reportable under NC law, and to protect the health of the citizens of North Carolina through prevention and control of those diseases. The primary purpose of this position is to plan for the management and sustainability of surveillance software development, being used to track COVID-19 and other outbreaks.
Qualifications:
· Considerable knowledge of human service administration including human service and community service planning concepts and human service programs and support services in the functional areas to which assigned.
· Ability to review and evaluate the effectiveness of human service programs and to provide guidance to State and local management in preparing new and improved programs.
· Working knowledge of computer-assisted statistical programs.
· Considerable knowledge of the methods and techniques of social research and program evaluation and ability to apply statistical concepts for evaluation of programs.
· Ability to design or direct the design of data-gathering instruments and tools and to assess the validity of the information obtained from these instruments; to analyze data, draw conclusions from the analysis pertaining to the evaluation of the value/potential of
the program; and make recommendations/projections to management concerning the future direction/impact of the program on the target audience.
· Ability to make presentations both oral and written on the analysis of the project/study.
· Master's degree in public or human service administration or human services programmatic field from an appropriately accredited institution, and three years of human service experience, two of which must have been in human services program planning; or Bachelor's degree from an appropriately accredited institution, and five years progressive administrative or consultative experience in a human service program, two of which must have been in human service program planning; or an equivalent combination of education and experience.
Responsibilities:
· Design and conduct projects/studies in assigned areas which are characterized by a variety of program services linked through either integrated or diverse service delivery systems.
· Serve either as a planner, assisting with program planning and data collection and analysis; or as an evaluator, designing the project and selecting the analytical tools/techniques, determining the reliability of results and the preparation of reports.
· Plan and/or evaluate human service programs in a variety of functional program areas or in one or more complex functional program areas where there are distinct and varied client populations.
· Implement and monitor appropriate surveillance software for COVID-19 and other disease outbreaks.
· Follow all CDC guidance, recommendations and/or requirements for reporting on disease outbreaks.
· Ensure data is protected and only released as provided by other Federal or NC statutory and regulatory controls.
· Provide training to a diverse group of stakeholders that utilize surveillance software for tracking COVID-19 and other outbreaks.
· Support communications related to ongoing disease surveillance initiatives or relevant information on outbreaks.

Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and North Carolina Department of Health and Human Services, in order to best support the State of North Carolina in their public health programming.
This position is currently a remote position. CDC Foundation retains the right to make adjustments to this as required.
