RESPONSIBILITIES AND DUTIES
Proficient Knowledge and the Ability to :
Provide highly-skilled health, safety, and environmental (HSE) support for the following areas of work :
Upstream, Midstream, and Downstream Oil / Gas Industries
Automation, Instrumentation, and Controls
Industrial : Distribution Centers, Data Storage Facilities, Manufacturing
Asset Integrity and Cathodic Protection
Work independently establishing their own work plan and priorities to meet set objectives. Unusual issues are referred to their supervisor.
Identify, eliminate, and control hazardous conditions that may lead to injury and / or property damage.
May supervise Field Safety Technicians.
Assist in planning and executing CEC's HSEQ function requirements.
Conduct HSE training sessions (equipment, Smith System Driving, operator qualifications, and assigned training) for employees and supervisors as well as daily site Toolbox Safety meetings.
Implement preventive measures and recommend improvement on any unsafe conditions, materials, and equipment.
Perform job site analysis, determine employee exposure, and institute safe work procedures.
Conduct daily HSEQ inspections, document findings, and implement corrective actions.
Conduct accident investigations and facilitate the return-to-work program and manage daily activities regarding injury management.
Investigate ALL assigned incidents and near misses, including recommendations for future prevention and methods of mitigation by participating in all Root Cause or similar Investigations.
Assist in administrating the Company Substance Abuse Program, including drug and alcohol testing.
Maintain all site required documentation related to HSE issues (i.e., accident reports, safety audits, inspection reports, training logs, QAQC documentation).
Assist in maintaining and ensure compliance with safety verification sites (ISNetworld, Veriforce, etc.)
Cooperate with clients and sub-contractors on the work progress and monitor their HSE related functions.
Ensure Compliance with applicable OSHA, PHMSA, FMCSA, EPA, TCEQ, Federal, State, and Local Requirements.
Ensure Compliance with and assist in the development of Temporary Traffic Control Plans and Procedures.
Assist with Employee Orientation and other onboarding processes for new hires.
Completion of new hire screening including drug and background checks.
New hire onboarding and paperwork completion including new hire orientation.
Assure company owned vehicles are in compliance with all Federal, state and local laws and regulations, this includes but not limited to, licensing, inspections, registrations, insurance and so forth.
Ability to perform the following at a Proficient skill set :
Microsoft Office (Word, Excel, Outlook...) products.
Excellent verbal and written communication skills.
Exceptional time management skills with a proven ability to meet deadlines.
Act with integrity, professionalism, and confidentiality at all times.
Be a problem solver and take initiative solve issues at the lowest level possible. Ability to recognize when an issue is to be given to Executive Management.
ERP Systems (Viewpoint, SAP, PeopleSoft, Oracle...)
EDUCATION / EXPERIENCE
Preferred Bachelor's degree in Environmental Safety, Occupational Safety and Health, or related field.
OSHA 30-Hour Certification or similar certification.
2-5 yrs. of construction safety experience preferred (preferably in oil and gas electrical construction).
First Aid / CPR / AED Certificate.
Extensive knowledge of OSHA Regulations (1910 & 1926).
OSHA 300 / 300A / 301 Logs.
DOT / Non-DOT D / A testing.
Must have and maintain a valid Class C driver's license and safe driving record.
PHYSICAL DEMANDS AND / OR WORKING CONDITIONS
Ability to :
Climb ladders, scaffolding and equipment.
Walk uneven and unlevel ground.
Lift and carry up to 30 pounds.
Apply a pushing or pulling force more than 30 pounds.
Handle change and adjust to alternating deadlines / work assignments.
EMPLOYMENT CONDITIONS
Be willing to travel and stay overnight as required.
Be available on weekends and after hours, as required, for community and / or customer events and to provide customer service as it relates to questions and / or concerns.
Required to work hours other than 8 to 5.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Must attend work regularly and observe approved work hours.
Final applicants for any position must pass a drug / alcohol test prior to employment and will be subject to reasonable cause and random drug / alcohol testing during employment. Failure or refusal of a drug / alcohol test may result in removal of job offer or immediate termination.
A criminal background check may be required for this position to obtain a Texas Workers Identification Card (TWIC). An unsatisfactory criminal background check may result in removal of job offer or immediate termination.
At the discretion of the employer, a successful post-offer / pre-employment physical exam may be required at the employer's expense.
A Driver's record check will be conducted by the employer. Satisfactory driving records are required for driving company motor driven equipment to conduct company business.
