Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.

Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

General Responsibilities

The paramedic program at Cecil College is part of the non-credit health care careers programs. This is a nationally accredited program through CoAEMSP. Under the guidelines in CAAHEP Standards and Guidelines (Standards III.B.1.), this is a leadership position for the paramedic program. The program director will work closely with their supervisor, the Assistant Director of Health Care Programs, other members of the healthcare careers department, and the Dean of Health, Human and Business Sciences to administer the program. The director will coordinate with the Cecil County

Department of Emergency Services, as well as several local hospitals, to provide clinical field rotation placement for students in the program. The individual must possess a commitment to student success, and strong interpersonal, advising, public speaking, and data management skills. The individual must also possess the ability to work as a member of a team and exercise exceptional organizational skills, independent judgment, initiative, and confidentiality.

Due to the need for interaction with students, employees, and the college community, this position requires in-person presence. This position is eligible for telework.

SPECIFIC DUTIES

Perform the responsibilities of the position as described in the CAAHEP Standards and Guidelines (Standards III.B.1.).

Responsibilities: The program director must be responsible for all aspects of the program, including, but not limited to:

  • The administration, organization, and supervision of the educational program including;
    • In collaboration with the Dean of Health, Human and Business Sciences, and the Assistant Director of Health Care Programs, make recommendations for hiring, and supervising all faculty who teach the paramedic program.
    • Assist with recruitment and marketing as needed, including but not limited to: holding information sessions; updating program advertising materials; participating in college open houses; and working with local fire and rescue departments
    • Attend required college meetings and complete all mandatory training.
    • Annually update student resources such as student manual and learning material
    • Assists with the maintenance of student files and records following CoAEMSP and Cecil College guidelines.
    • Maintain equipment and adequate supplies to meet the program’s needs
  • The continuous quality review and improvement of the educational program
  • Long-range planning and ongoing development of the program,
  • The effectiveness of the program, including instruction and faculty, with systems in place to demonstrate the effectiveness of the program,
  • Cooperative involvement with the community advisory board, including medical, Department of Emergency Management Services, and other advisory board members.
  • The orientation/training and supervision of clinical and field internship preceptors.
  • The effectiveness and quality of fulfillment of responsibilities delegated to another qualified individual.
  • Completes and submits the required annual and other program reports for MIEMSS and CoAEMSP.
  • Perform other duties as assigned
Requirements

  • Licensure: Must have an active, unencumbered license as a paramedic in the state of Maryland.
  • Education: An earned Bachelor’s degree with a minimum of 3 years of staff supervision. Program administration experience within the last 5 years is preferable. Administrative experience in monitoring, evaluating, reporting, and budget management. Must have the ability to work in a collaborative environment; and have strong written and verbal communication skills.
  • Experience:Program administration experience within the last 5 years preferably in a paramedic or an emergency medical services educational program. Must have
    • Appropriate medical or allied health education, training, and experience. Be knowledgeable about methods of instruction, testing, and evaluation of students,
    • Have field experience in the delivery of out-of-hospital emergency care,
    • Have academic training and preparation related to emergency medical services at least equivalent to that of a paramedic,
    • Be knowledgeable about the current versions of the National EMS Scope of Practice and National EMS Education Standards, and evidenced-informed clinical practice.
    • Knowledge of how to create and align curriculum with the National EMS education standards
  • Skills/Training: Excellent interpersonal, oral, and written communication skills and the ability to interact well with students, colleagues, and the general public. Aptitude in technology use such as but not limited to: Microsoft Office; e-mail; Canvas®; Powerpoint ®; and various forms of social media.
  • Physical Demands: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met. 
  • Work Environment: Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations and traffic signals when driving.

This position is for 10-20 hours per week. The hourly rate for the position is $35.00/hr.
