Position Summary

Position oversees the daily operations of the Solid Waste Division in all aspects of the management and execution of the facilities and programs with direction from Chief. Position reports to Chief, Solid Waste for general supervision. Assists Chief with longer term planning and execution. Work of this class involves supervisory duties and responsibilities as well as field work.

Position Responsibilities

1. Directs daily operations of Solid Waste Division, including landfill, scale house, transfer stations, and recycling program; assists with development and implementation of policies, procedures, and management controls for the safe, efficient, and effective operation of the division in fulfilling its assigned mission.

2. Directs and oversees supervisors to ensure:

o Work force is efficiently scheduled

o Equipment and vehicle maintenance and repair are scheduled and completed

o Erosion and sediment controls are in place

o Landfill is built to GPS design

o Materials are used efficiently

o Permit conditions are met

3. Provides input and assists with identifying and defining capital and non-capital projects for construction and/or upgrade of facilities; performs operability reviews of proposed designs; may participate in design reviews for selected projects.

4. Provides input and assists in preparation and management of division’s annual operating budget.

5. Assists Chief in ensuring the division’s programs and facilities are in compliance with applicable local, state, and federal regulations and/or permits, including ensuring records, reports, and other documentation is properly prepared, submitted and maintained.

6. Assists in overseeing the recycling program.

7. Assists in procurement and management of small, non-capital projects for minor repairs or upgrades to facilities and/or supply and service contracts; reviews and provides input regarding requests for proposals, scopes of work, costs and fee proposals, contract terms, and recommendations for contract awards; may serve as member of Source Selection Panel to review bids and proposals.

8. Assists in managing division’s fleet of vehicles and equipment, in conjunction with Fleet Manager.

9. Responds to and seeks to revolve complaints and inquiries regarding services and activities that are outside the scope of subordinate staff to resolve.

10. Hires, trains, develops, and disciplines employees as required; prepares employee performance evaluations.

11. Establishes and maintains effective working relationships with regulators and other appointed officials, agencies, refuse haulers, contractors, general public, and other stakeholders.

12. Acts on behalf of Chief in his/her absence.

Minimum Qualification Requirements

Education

High school diploma required. Associate’s degree in civil engineering or related field preferred.

Experience

Minimum of five (5) years’ experience in municipal solid waste landfill management, or closely related field. A minimum of which three (3) of those years must have been in a supervisory position.

*An interested candidate with an equivalent combination of education and experience as listed above may be considered.

Certificate(s) and/or License(s)

1. Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points.

2. Possession of a valid Class “A” or Class “B” commercial driver’s license (CDL) preferred.

3. Solid Waste Association of North America (SWANA) certification Management of Landfill Operations (MOLO) or other related discipline preferred. Ability to obtain SWANA MOLO certification within six months after hire.

Knowledge, Skills & Abilities

1. Knowledge of principles and practices of municipal solid waste management and recycling, specifically, the operation and maintenance of sanitary landfills, transfer stations and recycling facilities.

2. Knowledge of local, state, and federal laws, regulations, standards, permits, and reporting requirements as they relate to municipal solid waste management and recycling.

3. Knowledge of construction materials, means, methods, and techniques pertaining to the construction, operation, and maintenance of sanitary landfills including erosion, sediment control, stormwater management, landfill gas collection and control, earthwork, surveying, and related best management practices.

4. Knowledge of the safe operation and maintenance of heavy earthmoving equipment and vehicles, and in the use of machine-based grade control systems.

5. Knowledge of project management, including the development budgets, project scopes, and schedules preferred

6. Knowledge of the principles and practices of the procurement and management of supplies, services, and contracts.

7. Knowledge of the principles and practices of human resources management, including recruitment, selection, hiring, disciplining, training, developing, and otherwise leading and managing a diverse workforce.

8. Ability to read and interpret engineering drawings, maps, reports, and other technical materials related to solid waste management and recycling.

9. Ability to investigate and analyze moderately complex operational and construction issues; ability to formulate policies, procedures and recommend solutions; ability to resolve moderately complex personnel, and administrative disputes and problems.

10. Ability to communicate ideas effective, both orally in-person, via CB and two-way radios and over the phone, and in writing; ability to prepare accurate and effective reports and correspondence.

11. Ability to effectively deal with regulators, officials, consultants, contractors, refuse haulers, and the general public; ability to establish and maintain effective working relationships; ability to work with customers, employees and supervisor to resolve problems; ability to lead and/or work as a member of a team.

Miscellaneous Position Information

Working Conditions & Physical Requirements

This role is primarily sedentary in nature but may involve occasional strenuous effort, such as handling moderately heavy boxes, tools, equipment, or other materials; walking or climbing over uneven surfaces; and sitting/standing in fixed position for extended periods of time. Must be able to lift 50 pounds unassisted on a regular basis. At least fifty percent of a typical day will be in the field to include in equipment when necessary to train supervisors and operators. Other conditions involve working at a computer, using telephonic equipment, and interfacing regularly with internal and/or external stakeholders. Work environment involves moderate risks or discomforts, which require special safety precautions, such as working around moving parts or machinery. Employees may require protective equipment including but not limited to boots, goggles, gloves, or shields.

Work is normally performed Monday through Friday during normal business hours, however, may require alternate work hours 24 hours a day, seven (7) days a week.

Individuals appointed or promoted to a position in this class will be required to serve a probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.

Conditions of Employment

1. Prior to appointment, employees are subject to pre-employment medical history review and drug testing, extensive background investigation (which may require CJIS and NCIS clearance), including but not limited to reference checking, and driving history, and an evaluation of training or experience.

2. Employees in this classification are essential as defined by the County’s Personnel Policies and Procedures Manual and are required to report to work during inclement weather or other designated emergencies.

There is a mandatory pre-tax 7% contribution. Public Safety employees are required to participate in the Cecil County Public Safety Pension Plan. There is a mandatory pre-tax 8% contribution. Employees may also participate in a Supplemental Retirement 457B Deferred Compensation Plan with a County match of $500 annually.
