Celerity Integrated Services , Inc. in Quakertown, PA designs, builds, services, and maintains wireless and fiber-optic infrastructure.

We are currently looking for a FT Construction Department Manager.

Summary / Objective :

This position is primarily responsible to manage and oversee all departmental activities working in conjunction with the Operations Managers, Bidding & Estimating, the company Controller and company ownership.

This includes a focus on revenue, profitability and ensuring that customer expectations are met.

Essential Job Duties and Responsibilities :

• Manages all departmental employees including Project Managers, Field Superintendents, Project Coordinators and field personnel.
• Assist Bidding &Estimating with the compilation of Level of Efforts (LOEs) for bids including the required manpower, subcontractors, equipment, material and time needed to complete the project by assigning those tasks to a Project Manager.
• Approve proposal budgets compiled by the Project Manager and the Bidding & Estimating Manager.
• Allocates and schedules manpower within the department and notifies other stake holders of the daily schedule.
• Oversees the coordination of the required manpower, subcontractors, equipment, material, lodging, fueling and staging needed for upcoming projects by assigning projects to Project Managers.
• Bears a responsibility to Celerity to ensure all safety protocols, procedures and initiatives are met by the department.
• Responsible for the accurate entry and final approval of all time charged by departmental employees.
• Resolves customer, technical or logistical issues arising from projects that are escalated from Project Managers.
• Manage the Change Order Process between Bidding & Estimating and the customer.
• Monitors the as bid / as built process of all departmental projects
• Attends Over / Under meetings
• Takes corrective action to ensure maximum profitability for all departmental projects
• Approval of all departmental invoices.
• Develops, executes and maintains individualized training plans (ITPs) for all departmental employees with assistance of Human Resources and the Training Manager.
• Addresses personnel issues within the department as they arise related to day-to-day items, disciplinary actions, safety concerns or promotions.
• Assess Departmental needs related to manpower, equipment or material and relay needs to appropriate department or management.
• Assists Human Resources with the review of applicants.
• Conducts interviews of candidates following successful screening by Human Resources.
• Conducts informative and substantive reviews of all department employees and lays out clearly defined goals to be achieved by the next review and suggests merit based increases for approval by ownership.
• Analyzes Departmental efficiency and suggests improvements to Operations Management and Executive Team, if necessary.
• Analyzes Departmental profitability and takes corrective actions to increase profitability. Suggests improvements to Operations Management and Executive Team, if necessary.
• Expresses departmental needs to Operations Management or Executive Team.
• Completes Monthly Invoicing Forecast and sends to Controller in a timely manner.
• Responsible for invoicing of all departmental projects on a timely basis.

Education and Experience :

• Degree in Business or Project Management preferred. Equivalent experience accepted.
• 7 years of telecommunications experience including 5 years' experience in outside plant construction as a Project Manager.
• 1-2 Years of Bidding & Estimating Experience
• Must be able to understand and read construction
• Must be familiar with all facets of OSP management, including quoting, construction, and
• Microsoft Office 365
• Valid Driver's License
• OSHA 30 Certification for Construction

Position Type / Expected Hours of Work :

This is a full-time position. Must be able to support an on-call schedule which will include holidays and / or weekends.

Overtime and overnight may be required on an as-needed basis.

Travel :

Most time will be spent at the organizational headquarters, however, from time to time based upon the needs of the business the employee may be required to travel to field locations.

S ome out-of-area and overnight travel may be expected.
