JOB SUMMARY
The Human Resources Manager serves as an advocate to have a positive impact on employees and as an advisor and strategic partner to university administration. The position provides leadership through the management of a comprehensive human resources department, including recruitment, retention, and employment services, benefits management and counseling, classification, compensation, and salary administration, training and development, regulatory compliance, employee relations, policies, and human resource information systems and records management. In addition, this position is responsible for supporting the day-to-day activities and core functions of the department.
The University reserves the right to change or assign other duties to this position.
DESCRIPTION OF DUTIES
- Function as liaison to benefit carriers, brokers, and employees. Assist with annual benefits open enrollment, benefit-related questions, audits, and administration. Knowledge of COBRA.
- Serve as the human resources consultant to assigned departments providing guidance and support on disciplinary and performance matters, and other HR-related issues.
- Report generation for Workers' Compensation, IPEDS, ACA, employee census, quarterly short-term disability, and finance audit. Ad hoc reports as required.
- Prepare and calculate all taxable fringe benefits in accordance with IRS regulations.
- Provide HR related information to Payroll each pay period for processing.
- Responsible for offboarding employees and preparing termination paperwork for payroll (i.e., vacation payout, final pay, severance, etc.). Conduct exit interviews as applicable.
- Calculate and upload employee paid time off balances into ADP annually.
- Manage the tuition exchange program and employee tuition program.
- Coordinate employee events such as annual service awards, Take Our Daughters & Sons to Work Day, health fair, etc.
- Responsible for the full lifecycle of recruitment including posting and tracking open positions, requesting background checks, and preparing offer letters.
- Responsible for full lifecycle of onboarding including new hire orientation.
- Responsible for employee data input into ADP Workforce Now. Oversee the maintenance of employment records, retention, and compliance.
- Process all open position requests and employee change requests.
- Process employment verifications.
- Responsible for workers' compensation claim processing.
- Responsible for annual OSHA reporting.
- Responsible for unemployment claim verifications.
- Responsible for assigning online training courses.
- Maintain and report HR metrics to leadership.
- Stay up to date on relevant HR trends and initiate accordingly with HR department.
- Responsible for the design, update or execution of HR policies and employee handbook.
- Responsible for employee relations matters.
- Responsible for concerns, complaints, and grievances.
- Responsible for the development of HR programs.
- Responsible for HR related surveys.
- Responsible for performance management system and policy.
- Responsible for HR department budget.
- Responsible for ADA, FMLA and PLOA as needed. Knowledge of FMLA, NJ FLA, and NJ FLI.
- Responsible for employee engagement initiatives.
- Responsible for employee culture initiatives.
- Responsible for leader feedback initiatives.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices.
- Other duties and HR support as assigned or needed.
JOB ACCOUNTABILITIES

QUALIFICATIONS
- Qualifications include experience in most or all the following areas: employee relations, classification and compensation, job analysis, job evaluation, recruitment and retention, affirmative action and equal employment opportunities, benefits administration, training and staff development, development of and application of policies and procedures, management of HRIS systems and records, employee engagement and communications, investigations, labor relations, management of a budget, strategic planning and implementation.
- Knowledge of local, state, and federal HR laws such as FMLA, NJ FLA, FLSA, COBRA, ADA, EEO, etc.
- Strong interpersonal and communication skills.
- Ability to handle confidential, sensitive matters with maturity, tact, and professionalism.
- Communicate effectively, develop knowledge of and respect for all constituencies, cultures, and backgrounds of a diverse university community.
EDUCATION/SPECIALIZED KNOWLEDGE/PROFESSIONAL CERTIFICATIONS
Required:
- Education in human resources.
- Seven to ten years' human resources management experience.
- HRIS experience.
- Leadership experience.
Preferred:
- Bachelor’s degree.
- SHRM certification.
- Fiscal background or experience.
- Higher education and/or public sector experience.
- Proficiency in ADP Workforce Now, including generating reports.
- Proficiency in Microsoft Office Suite.
