Centennial Water and Sanitation District is seeking applicants for the Meters Supervisor position. this position performs a variety of routine and complex administrative tasks, which include planning, organization, and directing activities for the district’s field facilities and professional staff. The field facilities include water meters, distribution pipelines and pump stations, raw and finished water reservoirs, wastewater collection pipelines, wells, ground-water treatment plants, and lift stations. This is an advanced level supervisory position with significant responsibilities for the operation and maintenance of District facilities and supervision of personnel. Interfaces with other departments, sections, consultants, contractors, and the public to ensure coordination of activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develops, proposes and monitors expenditures of operation, maintenance, and capital improvement budgets.
- This position is required to be part of the meters team on-call rotation and may be required to respond while not being on-call to assist with emergencies.
- Prepares the budget for projects by identifying the appropriate scope, schedule, and total project budget.
- Assists the Director with planning and organizing the water/wastewater division; assists with the planning of short-term and long-term needs; and assists in the preparation of the annual budget /budget amendments.
- Manages the district’s fleet vehicles.
- Recommends District policies and implements programs and actions to maintain compliance with local, State, Federal, and local regulations.
- Plans, directs, coordinates, supervises, and reviews the work of assigned staff engaged in water and wastewater repair, replacement, and construction while being compliant with policies, procedures and quality standards.
- Reads reports, engineering specifications, technical material, professional publications, regulatory publications, engineering text, plans, and specifications.
- Reviews engineering designs for modifications to existing systems or the installation of new systems.
- Issues written and verbal instructions and employs excellent verbal and written communication skills.
- Review workloads, assign work, and coach employees with specialized instructions and practices for job accomplishments. May contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to subordinate supervisory staff.
- Evaluates, documents, and performs employee evaluations.
- Schedules and coordinates work activities with other departments, sections, contractors, consultants, state and local agencies to avoid interruptions of service.
- Analyzes and recommends improvements to existing facilities, equipment, and operating systems.
- Supervises and inspects the work of contractors.
- Develops and maintains records, files, and databases relating to the field water and wastewater facilities.
- Evaluates the need for and directs emergency response to water and wastewater, or other related emergencies.
- Ensures work is performed in accordance with safety policies and procedures.
- Provides support for a variety of special projects by assisting with planning, site preparation, on-site staffing, clean-up, and evaluation.
- Performs other duties and special assignments, which may be outside the primary areas of employment.
- Assist other sections as needed to complete the goals of the organization.
SUPERVISION RECEIVED
Works under the direct supervision of the Collection & Distribution Superintendent.
SUPERVISION EXERCISED
Exercises supervision over the Residential and Commercial Leads.
MINIMUM QUALIFICATIONS
Education and Experience:
- High school diploma or GED equivalent is required
- Must possess and maintain a valid Driver’s License with an acceptable Motor Vehicle Record.
- Five years’ experience in the operation and maintenance of water distribution and wastewater collection systems.
- A minimum of two years supervisory experience.
- Water Distribution and Wastewater Collection Certification at Grade IV Level.
Necessary Knowledge, Skills, and Abilities:
- Strong understanding of State of Colorado Cross-Connection Control requirements and programs.
- Considerable knowledge of water meter functions and water accounting practices.
- Comprehend technical literature, blueprints, equipment operations, maintenance manuals, construction drawings, plans, and specifications.
- Teamwork, supervisory and performance management skills.
- Work with people of diverse backgrounds and points of view as part of a team.
- Effectively communicate written and verbal complex technical information, to contractors, developers, property owners, employees, consultants, and the public.
- Knowledge of State and Federal Regulatory requirements relating to water and wastewater facilities and programs.
- Perform required mathematical computations.
- Skilled in operating listed tools and equipment.
- Follow through on tasks and adapt to changing priorities, process conditions, and circumstances.
- Must be available to be part of the meters team on-call rotation and may be required to respond while not being on-call to assist with emergencies.
SPECIAL REQUIREMENTS
- Availability to work during non-scheduled hours when necessary.
- Must be able to respond to District facilities within 30 minutes while on-call.

WORK SCHEDULE
Generally, this position works a 4 day/10-hour schedule between 6:30a.m. and 5:00p.m. The work schedule will vary depending on weather conditions, projects, events, programs, meetings, and staffing levels, and will include some evening, early morning, weekend, overtime hours and may be required to report during non-scheduled hours.
The position is on a 24-hour on-call rotation program. Regular and predictable attendance is an essential function of the job.

While performing the duties of this job, the employee regularly works in outside weather conditions. Work is performed in potentially hazardous environments: i.e. confined spaces, electrical, infectious, and mechanical hazards.
The noise level in the work environment is usually moderate and is split 50/50 between office and field work.
