Position Overview
The Learning & Development Officer is part of a team-based structure that works on initiatives to provide state-based policy and leadership training for staff from Medicaid and other partners across health and human services agencies across the country. This position will be responsible for supporting the day-to-day operation of an array of CHCS Leadership and Capacity Building initiatives for public sector health and human services staff. It is a unique opportunity to help ensure public sector leaders and safety-net providers have the expertise required to effectively manage Medicaid programs and services and to support a robust pipeline of prepared and diverse individuals to succeed in these roles in the future. In doing so, this position will impact the health outcomes of millions of Americans who access health coverage through Medicaid and its partners.
This full-time, mid-level position will report to a senior-level manager and is based in the CHCS office, near Princeton, NJ. Local candidates are desired; remote candidates located outside of the NJ / NY / PA area will be considered but will be required to travel to the home office from time to time, in addition to the position's regular travel responsibilities.
Primary Responsibilities
- Work within a team to design and implement CHCS' state-based training programs for state health and human services leaders, with a particular focus on Medicaid. This includes working with senior team members to develop curriculum plans, training agendas, and supporting materials such as slides, case studies, resources, and workbooks.
- Support senior team members with delivering trainings to program participants. This will include helping to foster an inclusive and effective learning environment.
- Conduct research and synthesize emerging policy and / or leadership development trends.
- Responsible for day-to-day project management, including developing work plans and timelines, tracking contracts, and writing progress reports.
- Contribute to the development funder reports and other dissemination vehicles highlighting project activities and their impact.
- Co-author policy briefs, blogs, and tools and develop presentations on topics relevant to these programmatic areas.
- Collaborate with other program officers through peer group strategy and planning discussions.

The incumbent will perform job duties in a business office or business home environment. Tasks are generally carried out with no specific or unusual physical or environmental demands. This role requires the ability to operate a computer for extended periods of time with standard office equipment. The incumbent may be required to attend meetings, both on- and offsite, via phone, videoconference or in person. Salary and Compensation
The salary range for this position is $73,840 - $114,452. The exact salary for this position will depend on the candidate's years of relevant experience and responsibilities. CHCS' benefit package is comprehensive and highly competitive.
